Statement of Work (SOW): Herbicide

One Way Fire ES&R Herbicide Application

Grand Canyon-Parashant National Monument

Bureau of Land Management

I. STATEMENT OF WORK INFORMATION

Background:

The One Way Emergency Stabilization and Rehabilitation project will treat 216 acres which burned in 2025 on Bureau of Land Management (BLM) administered land within the Arizona Strip District. Initial treatment will include herbicide with a follow-up seeding and chaining treatment planned for the following year. The combination of herbicide, seeding, and chaining will help move the project area toward desired resource conditions, restoring the burned areas to enhance wildlife habitat and improve rangeland health.

Site Location:

The work under this contract is located on BLM lands within Grand Canyon-Parashant National Monument. The One Way burn scar is located in Mohave County, AZ, approximately 35 miles south of St. George, UT, as shown on the attached maps. This area is remote and there are no services outside of the neighboring town of St. George, UT. Cell phone coverage is intermittent to non-existent. Satellite communication device is recommended for emergency contact in these areas.

One Way Site Coordinates: 36.58563 N, 113.58585 W

Access to the site: Access onto the project site is provided by a combination of paved highways, Mohave County dirt roads, BLM dirt roads, and BLM jeep trails. Roads to the site are dirt and not improved and 4-wheel drive, high clearance vehicles are required to access the project area. Four (4) wheel drive vehicles are required in and around the project area. It will be the contractor’s responsibility to get the equipment to the work site.

Period of Performance (POP):

The period of performance is limited to these dates due to the annual window of when this herbicide can be applied. This timeline is non-negotiable.

February 19, 2026 – February 28, 2026. Work shall not begin prior to authorization.

CONTRACT REQUIREMENTS AND SCOPE OF WORK

Contractor shall furnish all management, supervision, equipment, labor, supplies, and materials not provided by the Government but required to complete the job. The Contractor shall be responsible for the service and repair of equipment as necessary to continuously maintain satisfactory work progress. Designated areas shall be treated in conformance with these specifications and this Statement of Work with contractor provided herbicide at the rate specified below.

Herbicide: Plateau (imazapic)

Herbicide Application: No ground disturbance will be allowed. The Contractor must be able to evenly distribute the designated herbicide at the rates specified in this Statement of Work.

Equipment that cannot perform the specified work shall be modified or replaced by the Contractor within two calendar days. Application equipment shall be equipped for carrying herbicide with distribution mechanism including release, shutoff, and spraying device which can be calibrated for applying herbicide at the prescribed rate in an acceptable manner and uniform pattern. Herbicide application equipment shall include physical measures to prevent herbicide from blowing out. Herbicide will not be applied during periods when winds exceed 6 miles per hour.

Herbicide Rate and Specifications: 8 fl. oz. per acre of Plateau, Hi Light Colorant according to label, and methylated seed oil surfactant at 0.25% v/v. Follow label specifications for all.

Equipment Calibration: The Contractor shall calibrate application equipment prior to application on the project.

Monitoring Equipment: The Contractor shall furnish equipment to monitor and ensure evenly spaced, straight, regular, and complete coverage of all areas included in the herbicide job.

Work Crew: All Crew for operation of equipment and herbicide handling and loading shall be furnished by the Contractor.

Herbicide Operation Safety Hazards: Any hazards that would pose a danger to Contractor, Contractor’s personnel or operating equipment shall be identified, mitigated and/or avoided by the Contractor and brought to the Government representative’s attention.

Application Conditions: Herbicide shall not be applied when the wind speed exceeds six miles per hour.

Coverage: The entire surface within the designated boundaries of the job area shall receive uniform coverage with the herbicide. Herbicide application shall be patterned in such a manner as to secure as high a uniformity of herbicide distribution. Such distribution shall not vary more than 10 percent above or below the average distribution of herbicide per unit of surface specified for the particular area concerned. Inspection will be made as operations progress to determine uniformity of application. Any areas missed by the Contractor or treated to less than the concentration specified shall be retreated and brought up to standard, or by suitable deduction from contract price, at the option of the Government. No additional cost to the Government will be incurred. Openings of the distribution mechanism shall be inspected at sufficient intervals to ensure proper functioning and even distribution of herbicide. If at any time inspection of equipment reveals that openings are not properly operating, the COR may require retreating of that portion of the area or areas, that the Government determines it was not properly treated, at no additional cost to the Government.

Work Stoppages & Delays: The contractor is expected to complete all contract performance in a timely manner, regardless of the contractor or subcontractor's other workload, including any work being performed. A delay or failure to perform may be considered excusable when the delay or failure arises from causes beyond the control and without the fault or negligence of the Contractor or subcontractor. Examples of these causes are (1) acts of God or of the public enemy, (2) acts of the BLM in either its sovereign or contractual capacity, (3) fires,

(4) floods, (5) epidemics, (6) quarantine restrictions, (7) strikes, (8) freight embargoes, and

(9) unusually severe weather. In each instance, the failure to perform must be beyond the control and without the fault or negligence of the Contractor or subcontractor.

Upon request of the Contractor, the Contracting Officer shall ascertain the facts and extent of the failure. If the Contracting Officer determines that any failure to perform results from one or more of the causes above, the delivery schedule may be revised, subject to the BLM’s contract termination rights under the contract.

Note: “Unusually severe weather” means weather that is outside the normal weather patterns for a specific area at a specific time of the year. For example, strong wind and snowstorms in fall and winter, or strong wind, rain or hailstorms in spring and summer are not considered unusually severe. An unusually severe snow, wind or rainstorm is one that is worse than even the harshest normal conditions during a season.

Wind exceeding 6 mph may cause a stop/suspend work order to be issued. Efforts must be made to minimize drift. Stoppage/suspension shall continue until herbicide operations are again authorized by the Government. No monetary compensation will be given to the Contractor for this type of work stoppage/suspension.

Completion of Contract: The contract will be considered complete, and payment due when all areas designated under the contract have been treated to specifications; or if performance under the contract is ordered to be terminated by the Government; and when the Contractor has furnished the Government with the Shapefiles and Printouts.
