About this opportunity
The Department of Agriculture Forest Service is seeking a small business contractor to reconstruct approximately 2,300 linear feet of the One Duck Trail and repair an alpine shelter located on Prince of Wales Island in the Tongass National Forest. The project involves a base bid for trail reconstruction, including demolition, stone retaining walls, aggregate surfacing, and boardwalk construction, with optional items for creating rest areas and conducting shelter repairs. Evaluation criteria will focus on past performance, contractor experience, and technical approach, with quotes requiring both price and technical proposals. A bid guarantee of 20% (up to $400,000) is mandatory, and contractors must submit comprehensive technical and pricing documentation. The solicitation requires quotes to be submitted by January 7, 2025, with a targeted project period from February 3, 2025, to November 3, 2025.
This contract is a total small business set-aside with a HUBZone price evaluation preference, targeting contractors in the heavy and civil engineering construction sector. The project is located in Juneau, Alaska, specifically along the Hydaburg Road approximately 2.5 miles after the Hollis-Klawock Highway intersection. While detailed budget specifics are not explicitly stated, the estimated contract value appears to range between $250,000 and $500,000. Equipment restrictions are notable, with mini-excavators and track haulers prohibited, though helicopter operations are permitted. The trail must remain open to the public throughout construction, except during helicopter operations, and the work involves detailed specifications for trail reconstruction, rest area development, and alpine shelter improvements. Contractors will need to demonstrate capability in complex trail and shelter renovation work in a challenging Alaskan wilderness environment.
