About this opportunity
The Department of the Navy Naval Facilities Engineering Command is conducting market research to determine industry capability to supply one 150 metric ton mobile boat hoist and one 300 metric ton mobile boat hoist, with responses due June 16, 2026. No set-aside is anticipated. Both units will be deployed at US Fleet Activities, Sasebo, Japan, and must be designed, fabricated, tested pre-shipment and post-delivery, shipped, reassembled, and made ready for use in-country.
Critical design requirements mandate that transverse beam dimensions and load attachment points be explicitly aligned without a spreader beam due to overhead clearance constraints; hook blocks must be mounted directly on forward and aft transverse beams. Units must be commercially available products built to design drawings prepared by a licensed Professional Engineer and suitable for outdoor use and storage. The Government will determine final capacity selection and whether to pursue a set-aside acquisition based on industry responses.
Performance schedule is 16 months. NAICS code 333923 applies (small business size standard: 1,250 employees). All interested businesses, large or small, are encouraged to respond. Respondents should address 20 detailed information requirements including company identification, SAM registration and CMMC assessment status, experience with similar mobile boat hoists, commercial product availability, ability to meet the 16-month schedule, provision of test weights, relevant contract history, subcontracting practices, and likelihood of submitting an offer on any resulting formal solicitation. Submit responses to Mikel Outen at mikel.l.outen.civ@us.navy.mil. This notice is not a solicitation, commitment, or request for proposal; no contract will be awarded and no reimbursement will be made for response costs.
