Sources Sought Notice Summary
This is a Sources Sought Notice issued by the Naval Facilities Engineering Systems Command (NAVFACSYSCOM) Atlantic / Navy Crane Center for market research purposes regarding mobile boat hoists to be deployed at US Fleet Activities Sasebo, Japan. The Government seeks information on industry capability to provide one 150 metric ton mobile boat hoist and one 300 metric ton mobile boat hoist. Both units must be designed, fabricated, tested (pre-shipment and post-delivery), shipped, reassembled, and made ready for use in Japan. Critical design requirements include: transverse beam dimensions and locations must explicitly align with load attachment points without using a spreader beam due to overhead clearance constraints, and hook blocks must be mounted directly on the forward and aft transverse beams. The procurement is intended to consist of commercially available products built to design drawings prepared by a licensed Professional Engineer. The Government will determine final capacity selection, whether to pursue a set-aside acquisition, and commercial market availability based on industry responses.
Responses must be submitted by June 16, 2026, to Mikel Outen at mikel.l.outen.civ@us.navy.mil. The applicable NAICS code is 333923 with a small business size standard of 1,250 employees. Respondents must address 20 specific information requirements including company identification, SAM registration status, CMMC assessment status, company size classification, experience with similar mobile boat hoists, commercial product availability, ability to meet a 16-month performance schedule, provision of test weights, relevant contract history, subcontracting practices, and likelihood of submitting an offer. Respondents are encouraged to provide capability information for both capacities to assist the Government's final determination. This notice is not a commitment to award a contract, and no reimbursement will be provided for response costs.
