About this opportunity
The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground seeks to procure one research-grade Fourier Transform Infrared (FTIR) Spectrometer System, with proposals due August 14, 2026. This is a Firm Fixed Price commercial item acquisition under the Simplified Acquisition Threshold with no set-aside.
Place of performance and delivery is Aberdeen Proving Ground, Maryland. The spectrometer must feature gold-coated optics, five internally-mounted detector positions, a permanently integrated single-bounce Diamond ATR sampling module, and a fully automated motorized beamsplitter exchange mechanism. The Michelson-type interferometer must achieve spectral resolution better than 0.09 cm⁻¹, with a minimum signal-to-noise ratio of 55,000:1 at 4 cm⁻¹ resolution and wavenumber precision of at least 0.01 cm⁻¹. The system must incorporate liquid-nitrogen cooled MCT-A and room-temperature DLaTGS detectors, a fully integrated research-grade infrared microscope with motorized stage and cooled detector, variable-angle specular reflectance capability, an external Mid-IR integrating sphere with 3-inch minimum diameter gold-coated interior, motorized polarizer mount with ZnSe wire-grid polarizer, and a motorized validation wheel with NG-11 glass and NIST-traceable polystyrene standards. Software must provide PC-based command and control, automated workflows, microscope stage mapping overlaid on visual images, and legacy data file compatibility. The contractor must provide factory training and US-based technical support, complete on-site installation with performance validation, minimum two days of hands-on training for three operators, 12 months of direct application support, a US Citizen Support Engineer, and maintain a 10-year manufacturer's warranty on the interferometer.
Evaluation employs comparative methodology assessing Technical Capabilities/Specifications, Past Performance, and Price with no stated relative weighting. Award goes to the responsible offeror providing greatest overall benefit and best value. Payment terms must be net thirty days or greater; shorter terms result in rejection. NAICS 334516; PSC 6625.
