About this opportunity

The Naval Air Warfare Center, Department of the Navy, seeks on-site shredding services for its Patuxent River, Maryland headquarters, with quotations due May 5, 2026 at 09:00 A.M. EST. This is a total small business set-aside, competitive procurement issued under FAR Parts 12 and 13 on a firm fixed-price basis.

Place of performance is Patuxent River, Maryland. The contract spans three line items: a base shredding service running April 1, 2026 through March 31, 2027, involving monthly on-site destruction of Controlled Unclassified Information (CUI) across 93 39-gallon bins distributed at 68 buildings and facilities; and two optional unscheduled shredding events, each providing weekly shredding of 20 39-gallon bins for four weeks, executed only if needed. The government reserves the option to add up to five additional bins.

Shredding must meet CUI standards—cross-cut particles of 1 millimeter by 5 millimeters or smaller, or equivalent disintegration—with all work performed on-site under government or authorized contractor witness. The contractor must provide secure, lockable containers at each location, ensure physical safeguarding throughout destruction, and establish quality control procedures. Contractor personnel must obtain security badges and comply with all installation security requirements. The NAICS code is 561990, All Other Support Services; PSC is R614, Support–Administrative: Paper Shredding.

Award will be made to the vendor submitting the lowest, aggregate, firm fixed-price quote. All items must be Trade Agreements Act compliant. Offerors must be registered in SAM.gov prior to submission and provide Tax ID, UEI#, CAGE Code, small business status certification, estimated delivery date, commercial pricing list if available, and total cost. Quotations are submitted via email to Kimberly Silvernagel at kimberly.d.silvernagel.civ@us.navy.mil.

QUESTIONS & ANSWERS

1. Can you confirm this is a one year contract? If you own the shredding bins please let me know that as well.

ANSWER: THIS IS FOR A 1 YEAR POP THAT BEGINS ON DATE OF AWARD AND LASTS FOR 12 MONTHS. THE CUSTOMER DOES NOT OWN THE SHRED BINS- THEY BINS ARE TO BE REMOVED AFTER THE COMPLETION OF THE REQUIREMENT.

2. Do these containers have wheels or are they the box size?

ANSWER: The vendor will have to empty the containers on site, so for their benefit, it would be better that they have wheels if possible.
