About this opportunity

The U.S. Section of the International Boundary and Water Commission (USIBWC) issued a sole source justification for Modification P00065 to contract 191BWC20C0003, awarding continued operations and maintenance services for the South Bay International Wastewater Treatment Plant (SBIWTP) to incumbent contractor Veolia. The modification supports expanding the plant's treatment capacity from 25 million gallons per day to 35 million gallons per day, requiring one-time startup services and ongoing operations and maintenance for the additional 10 MGD capacity. The sole source justification is based on Veolia's existing role as the current service provider, their institutional knowledge of the facility, technical expertise, and the need for operational continuity during the expansion process, with market research indicating no other vendor could assume responsibility for the expanded capacity within the required timeframe. This contract modification increases the total contract value by $7,586,485.93, raising it from $77,776,386.38 to $85,362,872.31. The justification was conducted under FAR 6.302-1 authority to ensure uninterrupted wastewater treatment services and successful implementation of the plant expansion.
