About this opportunity

The National Transportation Safety Board (NTSB) is seeking quotes for Okta Identity Cloud Software License and Maintenance Renewal through solicitation 9531BM25Q0021. The procurement includes six specific Okta products: Lifecycle Management, Multi-Factor Authentication, Single Sign-On, Universal Directory, a Cell Add-On Regulated Moderate Cloud, and a Premier Success Plan - Silver, with quantities of 664 units for most items and single units for two components. The requirement aims to address cybersecurity gaps by implementing a cloud-native identity management solution that supports Personal Identity Verification (PIV) authentication and meets FedRAMP and FIPS 140-2 security standards. Offerors must be authorized resellers and submit quotes that meet brand name specifications, with evaluation based on Technical Acceptability and Price factors, where technical requirements are significantly more important than price. The deadline for questions was September 18, 2025, and quotes are due by 12:00 PM Eastern Time on September 22, 2025, via email to Ciara.Bond@ntsb.gov.

This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside under NAICS code 513210 (Software Publishers). The contract will be a firm fixed-price purchase order covering a one-year period from September 9, 2025, through September 8, 2026, with the resulting award being backdated to the start date. Carahsoft is identified as the sole GSA contract holder for Okta products and authorized distributor, though the NTSB previously attempted procurement through GSA eBuy with three vendors (Softthink Solutions, Blackwood Associates, and Vinsys Information Technology) submitting quotations before having to resolicit as an open market procurement. The contract includes part numbers G024, G131, G054, G055, G577, and G1048, with performance taking place in Washington, DC. Payment processing will be handled by the Interior Business Center Accounting Operations in Denver, Colorado.
