About this opportunity
The National Science Foundation (NSF) is seeking a Blanket Purchase Agreement (BPA) for the Unified Network for Innovative Technology and Engineering (UNITE) to provide professional services across four key areas: business administrative services, technical and engineering services, training, and marketing/public relations. The solicitation covers multiple NAICS codes and requires vendors to have expertise in administrative management, engineering, professional training, and event coordination. Proposals will be evaluated using a best value approach, with technical approach and past performance significantly more important than price. Questions regarding the solicitation are due by January 16, 2025, and final quotes must be submitted by February 7, 2025, at 12:00 PM Eastern Time. Contractors must be capable of supporting all NSF directorates and offices, including the Office of Director, National Science Board, and various research directorates.
This is a small business-led BPA set aside for small businesses, with an estimated total value of $200 million over five years (one base year plus four option years). The contract will begin on March 1, 2025, and will be awarded to multiple vendors through a Contractor Team Arrangement (CTA) process. Small businesses must receive at least 50% of contract obligations during each reporting period, and each CTA must include representation from various small business categories, including Small Disadvantaged Businesses, Woman-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and HUBZone businesses. The primary place of performance will be NSF headquarters in Alexandria, VA, with potential for work at other CONUS and OCONUS locations. The initial task order, known as SEATS (Science and Engineering Analytical and Technical Support), will require five contractor positions supporting the Computer and Information Science and Engineering (CISE) directorate.
