About this opportunity
The Department of the Air Force Air Combat Command seeks rental of office trailers and associated equipment for the 346 Air Expeditionary Wing in Ceiba, Puerto Rico, with proposals due August 5, 2026, and questions due July 22, 2026. This procurement is a 100% HUBZone set-aside, limiting competition to certified HUBZone small businesses.
Place of performance is Roosevelt Route at Jose Aponte International Airport, Ceiba, Puerto Rico (DoDAAC FA4704). The requirement covers six 12'x36' mobile office trailers (432 square feet minimum), six generators rated at minimum 200 kilowatt capacity, and six stairs, all configured for towing with pintle hook or ball & hitch attachment and capable of operating on gasoline, JP-8, or ASTM D975 No-2 diesel fuel. Equipment must be operational by August 14, 2026, with mobilization beginning August 11, 2026.
The NAICS code is 531120 (Lessors of Nonresidential Buildings) with a $34.0 million size standard; PSC is W023 (Lease or Rental of Equipment). The contract is firm fixed price with a base period of 365 days, two optional 365-day periods, and a 180-day extension option, quoted across twelve contract line items. The contractor shall provide all personnel, equipment, supplies, transportation, supervision, delivery, installation, mobilization, and maintenance necessary for operation. Preventive maintenance on trailers is required every three months (HVAC, structural, electrical); generator maintenance every 250 operating hours or annually (whichever occurs first). Emergency repair services must be available 24/7 with four-hour acknowledgment and 24-hour on-site technician response. Contractors must comply with force protection vetting procedures, vehicle inspections, and background checks per Air Force operating procedures for the site.
All prospective offerors must be registered in SAM.gov. Evaluation criteria are Price, Technical Capability (pass/fail assessment of Statement of Work compliance), and Past Performance (rated as Substantial, Satisfactory, Neutral, Limited, or No Confidence, based on recency within three years and relevancy). Offerors must submit Vendor Information and Pricing (Attachment 4), Contractor Responsibility Verification Form (Attachment 3), Technical Capability Statement with mobilization timelines and execution plans (Attachment 1), and Past Performance List of References (Attachment 2). Prices must be held firm for 60 calendar days from the offer submission deadline. The Government reserves the right to cancel the solicitation at any time and will not make award until funds are available.
