The requirement involves the rental and delivery of six 12' x 36' mobile office trailers (or alternative sizes meeting 432 square feet minimum), each equipped with one room, up to eight electrical outlets, overhead lighting, and HVAC capability equivalent to an AirMax Model AWGRE36-C2T unit. Each trailer requires a dedicated 200 kW continuous-rated generator (minimum equivalent to Model CPG 25 IDFT4), configured to operate 24/7 on government-furnished fuel. Trailers must include unfurnished interiors with 100-amp electrical service, standard commercial-grade stair assemblies, fire extinguishers, smoke detectors, carbon-monoxide detectors, and emergency lighting. The contractor is responsible for complete delivery, mobilization, installation, electrical connections, blocking, leveling, anchoring, and grounding in accordance with manufacturer specifications and local codes. All costs for these services must be included in daily rental rates. Equipment must be operational by August 14, 2026, with mobilization beginning August 11, 2026. The contract includes a base term plus a 180-day extension option. The solicitation is a 100% HUBZone set-aside under NAICS 531120 with a $34.0 million size standard. Contractors must maintain 24-hour response times for equipment failures and coordinate all maintenance with government representatives. Relocation costs, if required during performance, will be addressed through contract modifications rather than included in base rates.

These would all be acceptable ways for the government to determine technical capability in a quote.
19. Set-aside designation: The combined synopsis/solicitation states this acquisition is a 100% HUBZone set-aside, and SAM.gov also lists it as a HUBZone Set-Aside (FAR 19.13). However, the clauses incorporated in the RFQ include FAR 52.219-6, Notice of Total Small Business Set-Aside, and do not appear to include FAR 52.219-3, Notice of HUBZone Set-Aside. To ensure we respond correctly, could you please confirm whether this requirement is set aside for HUBZone concerns or for total small business? If it is a HUBZone set-aside, will the RFQ be amended to incorporate FAR 52.219-3?
Apologies, this is an error on the government’s part. This solicitation is a HUBZone Set-Aside and the RFQ will be amended to reflect this.
20. NAICS code and PSC: SAM.gov lists this opportunity under NAICS 532490 (Other Commercial and Industrial Machinery and Equipment Rental and Leasing) and PSC 3920. The combined synopsis, however, states NAICS 531120 (Lessors of Nonresidential Buildings (except Miniwarehouses), $34.0M size standard) and PSC W023. Because these carry different size standards, could you please confirm which NAICS code and PSC apply for size-status determination and quoting?
The correct controlling NAICS and PSC are NAICS 531120 and PSC W023. The SAM.gov notice classification will be amended to reflect this.
21. Will the decision be made within a day of the closing? We need at least 2 weeks in order to coordinate the logistics of 6 offices, their 6 generators, and 40 storage containers. Is there any flexibility with the time requirement of this request? Such a short turn around will require expediated logistics and significantly increase the cost of the proposed services.
The solicitation schedule established for this requirement reflects the optimum timeline determined by the Government, utilizing the most current planning data available at the time of posting. To meet critical mission timelines, the Government is unable to extend the solicitation period at this time.
22. Is there a strict requirement of 12' x 36' trailers or can they be different sizes as long as they meet the 432 square foot requirement?
No, as long as they can be mounted on a chasis, mobile, provides 432 square foot requirement that meets the PWS
23. Section 1 General specifies six (6) generators rated at 200 kW to support the six (6) office trailers. Please confirm whether the required capacity is 200 kW per trailer or if the intended requirement is 20 kW per trailer. For reference, a 200-kW generator is typically sized to power an entire commercial facility or multiple trailers simultaneously, whereas a single office trailer generally requires only a small fraction of that capacity. Oversizing a generator can result in inefficient operation, increased fuel consumption, higher rental costs, and potential engine issues associated with prolonged low-load operation.
Intent is for each office trailer to have a generator, split A/C unit, and stairs.
24. If 200 kW generators are required, would the Government allow a single generator to supply power to multiple office trailers, provided the electrical load remains within the generator's rated capacity and all applicable safety and electrical requirements are met?
No, trailers will be located in different areas across Jose Aponte.
25. To ensure the proposed generators are appropriately sized, can the Government provide the estimated electrical load (kW or amperage), or a list of the anticipated connected equipment (e.g., HVAC units, lighting, office equipment, appliances), for each office trailer? This information will help ensure the proposed power solution is appropriately sized and cost-effective.
Estimated electrical load is 2.4Kw, 12%. Generators will support lighting and HVAC.
26. The solicitation’s attachment list identifies Attachment 5 as the applicable Wage Determination; however, Attachment 5 does not appear to have been included in the solicitation package. Please provide the applicable Wage Determination and confirm the labor classifications expected under this requirement.
Apologies, the Wage Determination will be included in the solicitation on SAM.gov.
27. Please provide the anticipated operating schedule for each generator, including estimated operating hours per day, days per week, and expected annual operating hours.
