About this opportunity

The Office of the Assistant Secretary of Defense for Health Affairs is conducting market research through a Request for Information (RFI) to identify innovative Artificial Intelligence and Machine Learning solutions for healthcare budget and workforce management within the Military Health System (MHS). The Defense Health Agency is seeking capabilities from industry leaders, academia, and federally funded research and development centers to enhance budget formulation across the MHS, forecasting for Private Sector Care, development of J-Book narratives and exhibits, and tracking and forecasting of manpower across Military Treatment Facilities. Respondents must demonstrate expertise in predictive modeling, budget forecasting, narrative automation, workforce analytics, and data integration across six key focus areas including private sector care projections, Program Objective Memorandum decision support, and workforce analytics. Responses are limited to 10 pages in Microsoft Word or PDF format and must include detailed administrative information such as company name, Unique Entity ID, CAGE Code, NAICS codes, business size status, GSA SINs, and applicable contract numbers. The submission deadline is August 30, 2025, at 5:00 PM EST, with responses to be submitted via email to specified contract personnel.

This pre-solicitation notice does not include any set-aside designations, indicating it will be competed as a full and open competition. No current incumbents or contractors are identified in the documentation, suggesting this may be a new requirement or the government is exploring alternative solutions. The RFI does not specify potential award values, budget ranges, or contract quantities, as this is purely a market research exercise to inform future procurement decisions. The government has identified two primary NAICS codes for this potential acquisition: 541511 (Custom Computer Programming Services) and 541512 (Computer Systems Design Services). The RFI emphasizes that this is solely for market research purposes and does not constitute any commitment to procure services, with all submissions becoming government property upon receipt.
