The Department of Health and Human Services (HHS), National Institutes of Health (NIH), through this acquisition, intends to award a contract to procure a wide range of program support services for the Office of Extramural Research (OER) of the NIH.
The NIH mission is to uncover new knowledge that shall lead to better health for everyone. NIH accomplishes that mission by: conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of biomedical information.
OER supports the NIH extramural research by providing policy and guidance to the 24 NIH Institutes and Centers (IC) that award grants. OER serves as a vital interface for the biomedical research community by guiding investigators through the process of attaining grants funding and helping them understand and navigate through federal policies and procedures. OER's mission is to provide the corporate framework for NIH research administration, ensuring scientific integrity, public accountability, and effective stewardship of the NIH extramural research portfolio.
Through interactions with major stakeholders, OER supports the research enterprise by ensuring appropriate policies, procedures and systems for oversight are in place while, at the same time, considering the impact on our research partners. Our responsibilities span a wide breadth of support systems including developing policies and procedures and providing electronic systems for extramural staff and more than 100,000 investigators worldwide. For many of these activities we provide support to other agency partners as well.
