The procurement is a Women-Owned Small Business set-aside, firm fixed-price, with NAICS 621111 (Offices of Physicians).

Place of performance requires a minimum of four clinic locations across California—one in each of four geographic zones (North, East, West, and South)—operating Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding federal holidays. The base contract period runs September 30, 2026, through September 29, 2027, with four optional one-year extension periods through September 29, 2031.

Services include preplacement, baseline, periodic, fit-for-duty, exposure, respiratory medical clearance, and exit examinations performed in compliance with OSHA regulations and Department of Defense Directive 6055.05M. The contractor must furnish all personnel, equipment, materials, and supplies; maintain a Quality Control Plan; and ensure medical results are delivered electronically within 30 days of examination, with abnormal findings reported within 24 to 72 hours. All contractor personnel must be properly licensed, certified, and registered under applicable California state law; CAOHC certification is required for audiograms, NIOSH certification for spirometry, and ASCP certification for laboratory functions.

The solicitation includes 10 base line items and 40 option line items covering scheduling, complete medical exams, audiograms, venipuncture, blood testing, pulmonary function testing, respiratory clearance, and respiratory fit testing, with quantities ranging from 13 to 275 units per service. The contract incorporates service contract labor standards, limitations on subcontracting (50 percent for services), and prevailing wage requirements under Fresno County Wage Determination No. 2015-5609 (Revision 29, effective May 13, 2026). Invoicing is submitted through WAWF using DoDAACs W50GJP and W8DZ.
