About this opportunity
The Department of the Treasury's Office of the Comptroller of the Currency seeks tri-merge credit reporting services delivering consolidated credit reports sourced from Equifax, Experian, and TransUnion, with quotations due July 17, 2026 at 12:00 PM ET. The procurement is unrestricted, evaluated under FAR Part 12 procedures, and is a recompete of existing requirement contract 2031JW21F00114 previously awarded against GSA Multiple Award Schedule contracts.
The contract is firm-fixed-unit-price for five years: a 12-month base period beginning September 14, 2026, plus four optional 12-month extension periods, with ultimate completion September 13, 2031. Anticipated volumes are 420 tri-merge reports in year one, 420 in year two, 420 in year three, 375 in year four, and 300 in year five. Reports must include seven years of credit history, fraud alerts, employment history, account details, and credit utilization for individuals across all 50 states and U.S. territories. The system must operate 24/7 with customer support via telephone, online help, and website at no additional cost. Reports must be "soft" inquiries that do not affect credit scores.
All contractor personnel must execute non-disclosure agreements protecting sensitive but unclassified information. The solution must comply with Section 508 accessibility standards and OCC security requirements including FedRAMP authorization or equivalent federal security authorization. Quoters must provide a technical narrative not exceeding three pages, security authorization boundary diagram, SOC II Type 2 report or bridge letter, pricing per template, and completed FAR provision attestations.
Evaluation weighs Technical Capability (system availability, reporting capabilities, data security, SOC II Type 2 documentation) and Contractor Responsibility/Past Performance (from existing sources with optional three-page narratives) as significantly more important than Price. The government reserves the right to award without discussions. Questions were due July 6, 2026. Amendment A00001, issued July 9, 2026, provided Q&A responses and corrected the requesting office name from CNBE to Chartering, Organization and Structure (CO&S); the proposal deadline remains unchanged. NAICS is 561450, Credit Bureaus; PSC is R611.
