About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is soliciting contractors for the installation and extension of compressed air lines through a firewall at the Tinker Technology Center, Building 1, Classroom F, located at Tinker Air Force Base, Oklahoma. The project involves running approximately 120 feet of 1¼" steel air line, creating four ½" air line drops into the classroom, installing regulators to reduce pressure from 120 psi to 40 psi and then to 20 psi, and ensuring compliance with strict fire stopping and safety regulations. Contractors must possess specific qualifications including a journeyman pipefitter license and Factory Mutual (FM) or Underwriter's Laboratory (UL) certification for fire stopping installations. The evaluation will be based on two factors: lowest total price and offeror qualifications assessed on a pass/fail basis. A mandatory site visit is scheduled for June 4, 2025, at 9:00 AM CST, with contractors required to notify the Contract Specialist by noon on May 30, 2025, and quotes are due by June 11, 2025, at 12:00 PM Central Daylight Time.

This solicitation is designated as a 100% Small Business Set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors), with no current incumbent contractor identified in the documentation. The contract structure is Firm Fixed Price (FFP) with an estimated start date of July 1, 2025, though specific award values or budget ranges are not disclosed in the available materials. The work scope includes providing all labor, tools, materials, quality control, and transportation necessary for the compressed air line installation, with work to be performed Monday through Friday from 7:30 AM to 3:30 PM. Performance will take place at Tinker Air Force Base in Oklahoma City, Oklahoma, specifically within the Tinker Technology Center Building 1, which serves as an aviation training facility with multiple classrooms and training lab areas. Payment terms are Net 30 with invoices submitted through the Wide Area Workflow (WAWF) system, and the contract will be awarded by the Air Force Sustainment Center's Maintenance Contracting Branch.
