About this opportunity
The Department of Health and Human Services' Indian Health Service is seeking two OB/GYN physicians to provide comprehensive obstetric and gynecology services at the Gallup Indian Medical Center located at 516 E. Nizhoni Blvd., Gallup, New Mexico. The contracted physicians must deliver both inpatient and outpatient care, perform surgical procedures including laparoscopic surgeries, maintain electronic health records, and provide medical consultations while adhering to departmental protocols and cultural awareness standards for American Indian and Alaska Native patients. Contractor personnel must possess a minimum of 24 months of specialty experience, current medical licensing, board certification in Obstetrics and Gynecology, ACLS/BLS certification, and meet specific health and immunization requirements. Proposals must be submitted in four volumes covering administrative documents, technical capability and approach, past performance with at least three relevant OB/GYN projects from the past five years, and detailed pricing breakdowns. Questions were due August 7, 2025 at 12:00 p.m. MDT, and all quotes must be submitted via email to Melissa.Lake@ihs.gov by August 25, 2025. Evaluation will focus on the contractor's ability to meet Performance Work Statement requirements, key personnel qualifications and retention plans, and past performance in similar healthcare services.
This opportunity is designated as a Total Small Business set-aside under NAICS code 621111 (Offices of Physicians) with no incumbent contractors identified in the solicitation documents. The contract structure is a labor-hour arrangement with a base period from September 29, 2025 to September 28, 2026, plus two option periods extending through September 28, 2026, for a total potential performance period of up to 12 months. Services will be performed at the 74-bed Gallup Indian Medical Center, which serves the Navajo Nation, requiring contractors to provide intermittent support to meet unplanned medical service needs. While specific award values are not disclosed in the available documents, the solicitation requires detailed hourly rate breakdowns including personnel costs, fringe benefits, taxes, overhead, and profit margins. The contract emphasizes maintaining continuity of care with requirements for key personnel retention plans to avoid critical service interruptions, and all personnel must pass background checks and comply with Indian Health Service policies and federal regulations.
