About this opportunity

The Bureau of Land Management, Colorado Valley Field Office, seeks vegetation treatment services for the Oak Meadows Mountain Springs Mastication Project, with quotes due July 22 at 3:30 PM MT. This procurement is designated as a total small business set-aside; one filed document lists a Women-Owned Small Business (WOSB) reservation at 100%, creating conflicting set-aside designations in the source materials.

Place of performance is Garfield County, Colorado, 3-7 miles south of Glenwood Springs, across five units totaling 189 acres at elevations of 6,900 to 8,200 feet. The contractor must perform mastication and mowing of 40–70% of mixed mountain shrub species and conifers under 10 inches diameter at breast height using rubber-tired equipment (Hydro-Ax, Fecon Bull Hog) or tracked alternatives (CAT 299D3 XE, CAT 265 compact track loaders with forestry mulching heads). Critical specifications require 80% of woody material reduced to less than 1-inch diameter and stumps limited to 6 inches height. The period of performance runs August 15, 2026, through August 14, 2027, with work to commence within 10 days of the Notice to Proceed and complete within 75 calendar days, excluding rifle hunting season shutdowns and migratory bird protection periods (May 15–July 15). Work is excluded during October 14–18, October 24–November 1, November 7–15, and November 18–22.

The NAICS code is 115310 (Support Activities for Forestry) with a size standard of $11.5 million; PSC is F003. Prevailing wage rates per Service Contract Act determination 1976-1351 range from $14.02 to $26.38 hourly depending on occupational classification, plus fringe benefits. The BLM uses lowest price technically acceptable (LPTA) source selection. Technical evaluation requires a narrative response not exceeding five pages demonstrating project understanding and management approach, and at least two relevant jobs completed or ongoing within the past five years. Contractors must be registered and active in SAM.gov with valid UEI and CAGE codes. Questions closed July 14 at 3:30 PM MT; a site visit was available July 15. Amendment 1, issued July 6, corrected geo-referenced project maps and added Q&A clarifications on equipment acceptability and partial progress payments.
