About this file

This is a Questions & Answers document clarifying equipment requirements and payment terms for a forestry mulching contract.

The document addresses equipment acceptability for the project work. The government clarified that tracked equipment, specifically compact track loaders equipped with forestry mulching heads, are acceptable alternatives to the originally referenced articulated rubber-tired machines such as Hydro-Ax or Fecon Bull Hog equipment. This determination was based on the project's standalone NEPA requirements without tiered decision limitations on equipment type. Specific equipment examples approved include CAT 299D3 XE and CAT 265 high-flow compact track loaders equipped with professional masticator heads. Additionally, the government addressed a technical issue with provided maps (attachments 2 and 3) that contained geo-referencing errors, noting that corrected versions were provided as attachments 6 and 7 in an amended solicitation. Regarding contract payment structure, the government confirmed that partial progress payments based on accepted acres are available as an option, with the specific payment arrangement to be coordinated between the awardee and the Contracting Officer's Representative (COR) following contract award.

Questions & Answers

Q1: I operate a CAT 299D3 XE compact track loader equipped with a new FAE forestry mulching head. While the Statement of Work references articulated rubber-tired machines such as a Hydro-Ax or Fecon Bull Hog, I wanted to ask whether my machine would be considered an acceptable equivalent for this project.

A1: Upon reviewing the NEPA requirements for this specific project, it is stand alone and not tiered to other decisions we have been using which have limits on the type of equipment that can be used. Based on that, we can allow the use of tracked equipment.

Q2: The provided maps (attachments 2 and 3) appear as "not referenced" in Avenza. Do you happen to have different versions of the maps?

A2: Maps have been updated to correct the geo-referencing error, and the solicitation has been amended to add them (please see attachments 6 and 7).

Q3. Will a 2024 Caterpillar 265 high-flow compact track loader equipped with a professional masticator head (e.g. Fecon Bull Hog or equivalent) be considered acceptable under the “rubber-tired equipment (Hydro-Ax, Fecon Bull Hog or similar)” and “articulated tractor” requirements, or is a larger dedicated articulated mulcher strictly required?

A3: Use of such equipment will be considered, see the answer to question 1.

Q4: Is payment made as progress payments based on accepted acres, or is it a lump sum upon final completion?

A4: Partial progress payments are an option for this contract - the awardee can coordinate with the COR regarding this after award.
