Specifically, the solicitation requires the removal and disposal of multiple antennas, including Cellwave PD-220 antennas, Gabriel dishes, and associated coaxial cables and mounting hardware from various tower heights. The contract will be awarded as a firm fixed-price agreement to the lowest-priced technically acceptable vendor, supporting the FBI's Radio Engineering Unit's mission to maintain secure communication infrastructure. Interested contractors must submit their quotes by May 5, 2025, at 9:00am CST, with questions accepted until April 25, 2025. The procurement follows commercial item procedures under FAR Parts 12 and 13, requiring vendors to be registered in the System for Award Management (SAM) and comply with federal contracting regulations.
The solicitation is designated as a total small business set-aside, targeting smaller businesses within the Power and Communication Line and Related Structures Construction (NAICS 23713) category. The project encompasses two specific tower sites: a 677-foot guyed tower in Middle Island and a 254-foot self-supporting tower in Plainview/Melville, with a performance period from April 4, 2025, to July 3, 2025. The contract requires complete removal of equipment, including (2) Cellwave PD-220 antennas, a 6-foot Gabriel Dish, three 8-foot dish antennas, waveguide, and a whip antenna, with all removed items to be properly disposed of by the contractor. Vendors must provide new products with manufacturer warranties and ensure delivery within 60 days of order receipt.
