About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick seeks to award a single Requirements contract for Rapid Cook Ovens to be distributed VA-wide, with quotes due June 24, 2026 and questions due June 15, 2026. The procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a size standard of 1,250 employees.
Place of performance spans the Continental United States and outside the Continental United States (OCONUS) at VA medical centers and facilities nationwide. The solicitation specifies the TurboChef Bullet TM Rapid Cook Oven (Model ENC-9600-801) or an equal product meeting all salient characteristics, including onboard recipe storage, touchscreen interface, stainless steel exterior, microwave/convection/impingement heat transfer technology, minimal internal cavity of 15"x14", ventless operation capability, ease of cleaning, and minimum one-year parts and labor warranty. An Equipment Stand (TurboChef Model NGC-1217-3) is a separate contract line item. Only Original Equipment Manufacturers or equal parts are acceptable; distributors must provide OEM authorization letters dated within 30 days of quote submission.
The contract runs for a 12-month base period with four 12-month option periods on a firm-fixed-price, FOB destination basis. Estimated quantities are ten units per year. A 3.0% Service Level Agreement fee must be embedded in all unit prices. The NAICS code is 333310, Commercial and Service Industry Machinery Manufacturing; PSC is 7310, Food Cooking, Baking, and Serving Equipment.
Evaluation will weigh technical merit, past performance, and price. Offerors must submit four volumes: technical factors demonstrating compliance with salient characteristics, three past performance references from the past three years, firm fixed unit prices for base and option years with volume discounts, and signed certifications. All minimum salient characteristics must be met; failure results in an ineligible rating. Prices are held firm for 90 days from the quote due date. Liquidated damages are $37.50 per calendar day for delivery delays. All quoters must be registered in SAM at submission and award.
Notice text
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Rapid Cook Ovens product line as a candidate for a VA-wide (otherwise referred to as “national”) single Requirements contract award.
The Rapid Cook oven is an oven that utilizes one or more non-traditional heat transfer technologies to cook food products significantly faster than would be possible using conventional (e.g., convection, conduction, radiant) heat transfer technologies. Heat transfer technologies that may be employed include microwave, quartz halogen, and high-velocity or impingement convection.
The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide Rapid Cook Oven to be used by food service personnel throughout the VA medical centers and facilities located in the Continental United States (CONUS) or Outside of the Continental United states (OCONUS). The period of performance is for a base of 12-months with four 12-month option periods.
