About this opportunity

The Department of Veterans Affairs' Strategic Acquisition Center (SAC) is conducting market research through a Sources Sought Notice to identify qualified vendors capable of supplying Laparoscopic Insufflators for the Veterans Health Administration's Non-Expendable Equipment National Program. The VA is seeking vendors who can provide Olympus Laparoscopic Insufflators or substantially equal alternatives that meet specific salient characteristics, including FDA approval for laparoscopic procedures, smoke evacuation mode, CO2 medical gas usage, multiple alarm systems, and mode selection for different cavity types. Prosponders must provide detailed capabilities statements that address specific questions regarding annual service plans, company information, DUNS/CAGE codes, business size classification, manufacturer or distributor status, country of origin, supply chain capabilities, and technical literature demonstrating compliance with the salient characteristics. The VA will evaluate responses based on vendors' ability to demonstrate technical compliance, supply chain reliability, and service capability to support nationwide delivery to VA medical centers. The response deadline for this Sources Sought Notice is January 5, 2026, at 9:00 a.m. EST, with the solicitation number designated as 36C10G26Q0020.

This notice carries no set-aside designation, and the procurement does not identify any current incumbents or contractors. The contract structure will consist of a single Requirements Contract with Firm-Fixed Price orders, comprising one 12-month base period followed by four optional 12-month renewal periods, allowing for up to five years of potential contract performance. No specific award value or budget range is disclosed in this pre-solicitation notice, as this is a market research vehicle intended to identify capable sources rather than a formal solicitation for bids or proposals. Interested vendors must meet the NAICS code 339112 (Surgical and Medical Instrument Manufacturing) classification with a size standard threshold of 1,000 employees. Generic capability statements will not be considered, and vendors are strongly encouraged to submit tailored responses that specifically address the outlined technical and operational requirements.
