About this opportunity
The Veterans Health Administration (VHA) is procuring an Image-Guided Surgical Navigation System through solicitation number 36C10G26R0001, a stereotactic computer-aided surgical system designed to provide real-time, three-dimensional positioning and instrument tracking during minimally invasive procedures across VA medical centers nationwide. The system combines medical imaging, dedicated computer software, and instrument tracking capabilities to guide surgical instruments relative to patient anatomy without requiring an endoscope, functioning similarly to GPS technology applied to the human body. The procurement is administered by the VA Strategic Acquisition Center in Fredericksburg, Virginia, with contracting officer Sara Vickroy and contract specialist Trevor Mason serving as primary points of contact. Evaluation criteria prioritize technical capability as significantly more important than past performance, with both non-price factors weighted more heavily than price, and only original equipment manufacturer (OEM) parts from authorized distributors will be considered acceptable. The original proposal due date of October 15, 2025, at 9:00 AM EST was extended to October 17, 2025, at 4:00 PM EDT via Amendment 0001.
This is a 100% set-aside contract for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with a size standard of 1,250 employees, and the solicitation references the Medtronic Image-Guided Surgical Navigation System or an equivalent product as the baseline requirement. The contract encompasses a comprehensive pricing schedule of 776 line items including various hardware configurations, software licenses, surgical instruments, accessories, and service agreements, with the contract structured for a base 12-month period followed by four optional 12-month extensions. SDVOSB contractors are limited to subcontracting no more than 50% of the contract value to non-SDVOSB firms and must source products from domestic small business manufacturers. Performance of work will occur throughout the United States, with the contractor required to provide installation, training, proctoring services, annual warranty coverage, and maintenance services at no additional cost to the VA, along with monthly and quarterly sales reporting submitted through Tungsten Network.

Update #2 · Latest ·
The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Image-Guided Surgical Navigation System as a candidate for a VA-wide (otherwise referred to as “national”) single award Requirements contract.
Image-Guided Surgical Navigation Systems is a stereotactic computer-aided surgical system designed to aid in the performance of minimally invasive procedures by combining medical imaging, dedicated computer software, and instrument tracking systems for guidance. The systems provide real-time, three-dimensional (3D) positioning and orientation of instruments relative to the patient’s anatomy on a video display during surgery without requiring the use of an endoscope. Image-guided surgical navigation systems work in a similar way to global positions systems (GPS) applied to the human body. They provide medical images that show the location of the instruments in real time during the procedure, and one or more imaging modalities, such as computed tomography (CT) and/or magnetic resonance imaging (MRI), may be used in the procedure. Dedicated Image-Guided Surgical Navigation System intended for particular procedures such as neurosurgery, cardiac mapping and ablation, mammographic biopsy, and cranial, spinal, orthopedic, and laryngological surgery procedures are available. Image-guided systems intended to facilitate radio surgical procedures from the exterior of the body are also available.
The Contractor must demonstrate the ability to meet all requirements for the solicitation. The objective is to provide an Image-Guided Surgical Navigation System to be used by clinicians throughout the VA medical centers and facilities. The period of performance is for a base of 12-months with four 12-month option periods.
