About this opportunity

The Department of Veterans Affairs (VA) is seeking to procure Heart-Lung Bypass Units, specifically the LivaNova Essenz Perfusion System or equivalent, for VA medical centers nationwide. The solicitation (36C10G25R0017) aims to establish a single Requirements contract for medical equipment designed to provide temporary external circulatory support during open heart surgeries and for extracorporeal membrane oxygenation. Proposals must demonstrate the ability to meet all solicitation requirements, with technical proposals being evaluated on safety, design, performance, and quality/construction factors. The evaluation criteria will prioritize technical factors as most important, followed by past performance, veterans preference, and price, with proposals due by February 19, 2025. Offerors must submit five separate proposal volumes: Technical, Past Performance, Veterans Preference, Price, and Offer/Certifications, and provide evidence of three relevant contracts from the past three years.

The contract is a total small business set-aside specifically targeting Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 334510, with a size standard of 1,250 employees. The contract will have a base period of 12 months with four 12-month option periods, not exceeding 5 years total, and will cover VA medical facilities in both Continental United States (CONUS) and Outside Continental United States (OCONUS) locations. The procurement allows for a minimum order of one unit and a maximum of 100 units per order, with a combined order limit of $750,000. A 3% Service Level Agreement (SLA) fee will be embedded in unit prices, and only new Original Equipment Manufacturer (OEM) equipment will be accepted. Contractors must provide installation, training, proctoring services, and annual warranty/maintenance, with deliveries set as FOB destination and shipping fees capped at $25 per item.

Notice text

The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Heart-Lung Bypass Units product line as a candidate for a VA-wide (otherwise referred to as “national”) single Requirements contract award.

The LivaNova® Essenz Perfusion System (Heart-Lung Bypass Units) or equal are designed to provide temporary external circulatory support to the cardio-pulmonary functions by oxygenating the body's venous supply of blood and pumping it back into the arterial system; bypass units perform circulation oxygenation and filtration of the blood. These units are usually assembled in a console, are modular, and contain main components consisting of an arterial pump, a backup arterial pump, one or two suction pumps, an arterial vent pump, a cardioplegia pump, and a backup unit along with some disposable components such as an oxygenator/heat exchanger, a cardiotomy reservoir, blood filters, and tubing. Heart-Lung Bypass Units are mostly used during open heart surgery, bypassing the heart to facilitate surgery on the organ (e.g., cardiac valve replacement, coronary artery bypass grafting) and are also used for extracorporeal membrane oxygenation in patients with severe respiratory disorders.

The Contractor must demonstrate the ability to meet all requirements of solicitation. The objective is to provide Heart-Lung Bypass Units to be used by clinicians throughout the VA medical centers and facilities located in the Continental United States (CONUS) or Outside of the Continental United states (OCONUS). The period of performance is for a base of 12-months with four 12-month option periods.
