About this opportunity

The Fish and Wildlife Service seeks development of training curriculum and learning ecosystem support for the National Wildlife Refuge System, with quotations due May 20, 2026. The procurement is a Total Small Business set-aside on a firm fixed-price basis.

Place of performance is Falls Church, Virginia. The contractor must establish subteams engaging regional and field personnel to develop a Learning Ecosystem supporting the Refuge Management Academy and Advanced Refuge Management Academy, with curriculum areas including Legal Roots, the Refuge System Improvement Act, Conservation Planning, the Compatibility Process, and Foundational Planning. The contractor must possess a legal background with demonstrated knowledge of fish and wildlife conservation laws, federal administrative processes, and the Refuge System Improvement Act, plus demonstrated experience developing virtual and in-person training curriculum and strong oral and written communication skills. Work may be remote and includes frequent contact with the Office of Employee Development, National Conservation Training Center, Refuge System Headquarters, and regional and refuge office staff. In-person participation at a minimum of two Refuge Management Academies and one Advanced Refuge Management Academy is required; travel is reimbursed under Federal Travel Regulations.

The contract term is one year (June 1, 2026 to May 31, 2027) plus three option years, each June 1 through May 31 (2028, 2029, 2030), exercisable at the government's discretion upon funding availability. Quotations must be submitted as a single consolidated PDF not exceeding 15 pages, with pricing broken out by individual year and a grand total for all four years, contractor UEI number, and narrative description of task achievement. Contract award is contingent on passing security training and background checks.
