About this opportunity
The U.S. Fish and Wildlife Service is soliciting design-build services for the comprehensive restoration and rehabilitation of Crystal Springs at Ash Meadows National Wildlife Refuge in Nevada. The project encompasses planning, design, remediation, construction, decommissioning, and removal of multiple dams and reservoirs, including Crystal Springs Dam, Horseshoe Dam, and Lower Crystal Springs Dam, along with spring outflow channel reconstruction, invasive species removal, fish barrier installations, irrigation infrastructure reclamation, and visitor access improvements. Key qualifications include demonstrated experience with Mojave Desert spring ecosystem restoration, proficiency in environmental compliance (NEPA, NHPA, CWA, ESA), licensed Nevada architects and engineers, and expertise in sensitive habitat construction and occupational safety. Proposals will be evaluated based on technical approach, experience with similar projects, past performance, technical capability, and design concepts, with technical factors weighted significantly more heavily than price. The Phase 1 proposal deadline is October 31, 2025, at 4:00 PM Eastern, with a maximum of five offerors advancing to Phase 2, and the original proposal due date of October 24, 2025, has been extended via amendment.
This solicitation contains no set-aside designations and identifies no incumbent contractors. The estimated maximum contract value is $10 million under a firm fixed-price design-build contract structure. The project performance period runs from September 2, 2024, through March 1, 2027 (or October 30, 2028, according to one reference), with contractors required to begin work within 15 calendar days of award and complete the project within 915 calendar days. Large businesses must submit a small business subcontracting plan with goals of 23% overall small business participation, including specific targets for disadvantaged, women-owned, veteran-owned, and HUBZone small businesses. Performance and payment bonds are required for contract award. The place of performance is the Ash Meadows National Wildlife Refuge located in Amargosa Valley, Nevada.
