About this file

This document is a Questions and Answers (Q&A) amendment for the Ash Meadows National Wildlife Refuge (NWR) Design/Build - Phase 1 solicitation, issued by the Department of the Interior Fish and Wildlife Service. The solicitation (No. 140FGA25R0024) involves a two-phase procurement process for a restoration project at Crystal Springs, with specific clarifications provided for Phase 1 proposal submission requirements. Key details include a revised Phase 1 proposal submission deadline of October 31, 2025, at 4:00 PM Eastern, and guidance on past performance documentation, with the government accepting previously completed Past Performance Questionnaires from other federal procurements.

The amendment addresses multiple contractor inquiries, including requirements for bid bonds (only required in Phase 2), documentation submissions, and evaluation criteria. Notably, the government confirmed that ongoing projects with anticipated completion dates can be used for demonstrating experience, and that graphic elements are exempt from specified margin requirements. Contractors are advised that Section K representations and certifications should be included in the Phase 1 response, while certain forms like the Subcontractor List will only be required in Phase 2. The solicitation appears to be focused on a design/build restoration project at the Ash Meadows National Wildlife Refuge in Nevada.
