About this opportunity

The U.S. Fish and Wildlife Service is procuring design-build construction services for a comprehensive restoration project at the Ash Meadows National Wildlife Refuge in Nevada, specifically targeting the Crystal Springs system. The project involves decommissioning and removing three dams (Crystal Springs, Horseshoe, and Lower Crystal Springs) along with their associated reservoirs, removing approximately 5 miles of existing irrigation infrastructure, and reconstructing approximately 1 mile of naturalized spring outflow channels. Additional scope includes installing up to 7 fish barriers, controlling non-native plant species, and constructing visitor access improvements such as new trails, overlook structures, and parking areas. The contractor will be responsible for comprehensive services including design, permitting, environmental assessments, cultural resource clearance, hazardous materials sampling and mitigation, construction, and site restoration. This Sources Sought Notice requires responses by July 8, 2025, with submissions including company UEI numbers, business classifications, narratives of 2-5 similar completed projects, and capacity statements. The primary NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million.

This opportunity does not include any set-aside designations and is open to all business categories. No incumbent contractors or current service providers are identified in the documentation. While specific contract values are not disclosed, the NAICS size standard of $45 million provides an indication of the potential contract scope and complexity. The planned performance period extends from September 1, 2024, to February 28, 2027, representing approximately 30 months of project duration. The project encompasses significant physical scope including 5 miles of irrigation infrastructure removal, 1 mile of new channel construction, and multiple visitor infrastructure improvements. Key objectives focus on ecological restoration, native species habitat enhancement, and improving public access while protecting endangered species like the Ash Meadows Amargosa Pupfish.
