U.S. Fish and Wildlife Service

Ash Meadows National Wildlife Refuge (AMNWR) – Nye County, Nevada

REVISED: May 8, 2025.

1.0. GENERAL INFORMATION.

1.1 Summary:

The Contractor shall provide Design/Build Services for the Planning, Design, Remediation, Construction, Decommissioning, Breaching, and Removal of Crystal Springs Dam, Horseshoe Dam, and Lower Crystal Springs Dam, Decommissioning and Removal of Crystal Springs Reservoir, Horseshoe Reservoir, and Lower Crystal Springs Reservoir, Removal of Existing Irrigation Infrastructure and Site Restoration, Re-construction of New Spring Outflow Channel(s), Construction of Visitor Access Improvements, and All Associated Appurtenances.

The Project Area of Interest includes approximately 5 miles of irrigation ditch and irrigation berm and approximately 1 mile of new spring outflow channels to be constructed under this Design/Build Contract. The Desert National Wildlife Refuge Complex (DNWRC), Ash Meadows National Wildlife Refuge (AMNWR), is requesting Design/Build Services to restore its largest spring system, Crystal Springs. Discharge from Crystal Springs supports a diverse array of habitat types including wet meadows, emergent marshes, alkali flats, and riparian areas.

Crystal Springs and its drainage were previously modified and developed for agricultural uses.

Remaining irrigation infrastructure is aging rapidly, creating a requirement for remedial action and an opportunity to restore natural habitats for the benefit of rare fish, wildlife, and plants.

This project includes a comprehensive restoration of the Crystal Springs system to restore ecological function and incorporates visitor access and interpretation enhancements to increase opportunities for outdoor education and recreation.

Primary Objectives.

The Project is to accomplish the following Primary Objectives. The Contractor shall include the following Primary Objectives into their Scope of Work (Scope of Services).

Remediation Services.

For Remediation Services, the Contractor shall perform the following Design/Build services:

Development, preparation, and submittal of a Hazardous Materials Sampling and Testing

Plan and associated regime for evaluating and analyzing Air, Water, and Soil Quality. The Sampling and Testing Plan is to consider contaminates of concern at the Project Site. The contaminates of concern at Ash Meadows National Wildlife Refuge include but are not limited to: Per- and Polyfluoroalkyl Substances (PFAS) and Heavy Metals.

Specifically, the PFAS constituents of concern include 29 different chemicals.

Refer to Attachment for the 29 different chemicals under consideration. These chemicals shall be sampled, tested, and evaluated in the surrounding Air, Water, and Soil by the Contractor and Contractor’s Consultants.

Specifically, the Heavy Metals constituents of concern include but are not limited to:

Arsenic, Cadmium, Chromium, Copper, Nickel, Lead, and Mercury. Refer to Attachment, “Fugitive Dust Analysis, Crystal Reservoir,” for a description of all constituents of concern at the Project Site currently expected. These chemicals from the Fugitive Dust Analysis shall be sampled, tested, and evaluated in the surrounding Air, Water, and Soil by the Contractor and Contractor’s Consultants.

Development, preparation, and submittal of a Hazardous Materials Survey and Report summarizing the materials sampling and testing performed, test results, recommendations, conclusions, mitigation measures, and removal requirements.

Development, preparation, and submittal of a Follow-up Hazardous Materials Mitigation and

/ or Removal Plan based on the Hazardous Materials Sampling and Testing performed at the Project Site and Follow-up Test Results.

Design/Build Contractor’s implementation of the Hazardous Materials Mitigation and / or Removal Plan.

West Crystal Springs Outflow Restoration.

Revegetation and non-native / invasive plant species control along outflow channels.

Construction of up to seven (7) Fish Barriers within newly constructed Crystal Springs Outflow Channels with removable sections at strategic locations to control the spread of non-native species. The actual quantity of Fish Barriers installed will be a function of the actual channel design performed by the Design/Build Contractor’s Architect-Engineer.

The salvaging of native fish from artificial ditches and impoundments and release of the native fish into their natural environments is to be performed by USFWS and State Partners.

However, the Design/Build Contractor shall be required to closely coordinate their Dewatering and Diversion Plan and On-Site Work Activities with the USFWS during fish salvaging.

Decommissioning of Crystal Reservoir and Existing Spur Roads and Parking Areas.

Decommissioning and breaching of Crystal Springs Dam, Horseshoe Dam, and Lower Crystal Springs Dam as part of the decommissioning of Crystal Reservoir, Horseshoe Reservoir, and Lower Crystal Springs Reservoir.

Revegetation and non-native / invasive plant species control within current Crystal Reservoir Foot Print and adjacent developed areas.

Restoration of Horseshoe and Lower Crystal Reservoirs / Marshes to recreate historic Wetland Form and Function.

Visitor Access Improvements and Interpretive Enhancements.

For Visitor Access Improvements and Interpretive Enhancements, the Contractor shall perform the following Design/Build services:

Construction and installation of a New Trail partially compliant with Americans with

Disabilities Act / Architectural Barriers Act (ADA-ABA) Requirements. The New Trail is to be installed through Restored Outflow Reaches of Crystal Springs. The New Trail shall connect Existing Crystal Springs Boardwalk with Horseshoe and Lower Crystal Marshes.

Refer to separate attachment for the 29 different chemicals under consideration. These chemicals shall be sampled, tested, analyzed, and evaluated in the surrounding Air, Water, and Soil by the Design/Build Contractor’s Health / Safety Professionals.

In particular, the U.S. Fish and Wildlife Service expects the Design/Build Contractor to assess and evaluate the before, during, and after upstream and downstream effects of decommissioning, breaching, and removing of Crystal Springs Dam and Reservoir, Lower Crystal Springs Dam and Reservoir, and Horseshoe Dam and Reservoir. The release of waters from theses (3) separate earthen embankment dam structures will require the Design/Build Contractor in Consultation with their Professional Engineers, Professional Dam Safety Engineers, and Consultants, to develop a strategy for controlled release of impoundment flows and upstream drainage flows because according to the Formal SEED Inspection Report for Crystal Springs Dam:

“If Crystal Springs Dam failed, the dam-failure flood wave would flow into Lower Crystal Dam.

From Lower Crystal Dam, the flood water would cross Stateline Road and continue into California. A hazard classification was performed and recommended that Crystal Springs Dam be classified as a Low Hazard Dam (Wheeler, 2019).”

USGS Reports.

Currently, the USGS plans to perform or is performing (2) Primary Support Efforts for the USFWS Crystal Springs Outflow Restoration Project. Primary Support Effort (1) is to develop, prepare, and submit an Endangered Plant (Amargosa Niterwort) Analysis Report and Primary Support Effort (2) is to develop, prepare, and submit a hydrological modeling report. For the NEPA Documentation and Review, the Design/Build Contractor and their Permitting Consultants will identify public scoping items and conduct public meetings during times of the day that the public is available and include translators where necessary. The selection of appropriate times is to allow the public to attend the meetings.
