About this opportunity
The Department of the Interior Interior Business Center has issued a Request for Information (RFI) seeking small business architectural and engineering firms in Hawaii capable of performing a comprehensive structural roof assessment for the Naval Undersea Warfare Center (NUWC) Hawaii Building 977. The primary objective is to evaluate the existing two-story building's roof structural capacity, which currently supports two antennas per support rack with a 20 psf live load, and develop solutions to triple future equipment expansion capabilities. Qualified respondents must be Hawaii State Licensed Structural Engineers who can provide a detailed analysis of existing dead loads, wind loads, and equipment torque, along with three concept drawing solutions including a free-standing platform option. Responses are limited to 15 pages and must be submitted by January 31, 2025, at 5:00 PM EST, with a required submission of capability statements demonstrating relevant experience, CAGE Code, and UEI number. The assessment will involve a secure, off-base location with restricted access and device limitations.
This pre-solicitation notice does not specify a specific set-aside designation and does not mention incumbent contractors or precise award values. The period of performance for the roof assessment is 90 days, with work hours restricted to 0700-1500. The building dimensions are 33' x 40', constructed in 2000, and currently experiencing roof leaks and equipment capacity challenges. The procurement falls under NAICS Category 541330 for Engineering Services and PSC Category C219 for Architectural and Engineering General Services. Vendors will be evaluated based on their capability to provide a comprehensive structural analysis, develop expandable roof solutions, and demonstrate technical expertise in handling mission-critical infrastructure assessments for military facilities.
