SUBJECT: MARKET SURVEY / REQUEST FOR INFORMATION (Small business)
STRUCTURAL ROOF ASSESSMENT
DATE: January 17, 2025
1.0 PURPOSE
This Market Survey/RFI seeks to identify existing capabilities for Small Business Architectural Engineering firms in Hawaii, capable of completing the tasks mentioned within section 1.2, Requirements.
The purpose of this Market Survey/RFI is to:
• Assess existing industry capabilities to provide architectural / structural assessments.
• Determine small business capabilities for this requirement within the state of Hawaii.
• Obtain feedback from Industry on risks, considerations, and other related feedback on potential structural solutions.
1.1 BACKGROUND
Naval Undersea Warfare Center (NUWC) Hawaii has a requirement to perform a structural study of the roof of Bldg. 977. Any necessary construction will be performed via a separate requirement. The building is a two (2) story building, approximately 33’ x 40’ and was constructed in 2000. It was originally designed for only two (2) antennas per support rack and 20 psf live load. Additional equipment has since been placed on the roof and on the support racks.
The roof also has a history of leaking which could potentially be caused by this additional equipment placement. Customer has a need for increased capacity beyond design loads specified in original design drawings to assure mission critical work continues and to expand operational capacity.
1.2 REQUIREMENTS
1.2.1 The contractor shall provide all labor, material, travel and services necessary to complete the project in accordance with the tasking listed herein.
1.2.2 The contractor shall provide a Hawaii State Licensed Structural Engineer to assess the roof for the purposes of ensuring the safety of occupants and maintenance technicians’ as well as potential damage to the building structure due to overloading. A detailed stamped and signed report shall be provided to the technical POCs listed in 3.7 below via electronic mail (e-mail) format. The report shall, at minimum, addresses the following items:
1.2.3 Detailed assessment of the existing dead loads on the roof including weight, size, location, proximity to other equipment and anchorage/attachments. Report shall note deficiencies as well as provide recommendations for corrective action.
1.2.4 Assessment of existing towers, antennas, and tall equipment for lateral wind loads, torque and overturning moments. Report shall note deficiencies as well as provide recommendations for corrective action.
1.2.5 Provide at least three (3) concept drawing solutions to increase the capacity of the existing roof including rough order of magnitude (ROM) so that each alternative has a good basis for estimates. One (1) of the three (3) concept drawings shall be a free standing platform option not located on the roof. This concept shall take into account getting power and any other utilities necessary to the platform. All three (3) concept drawings shall increase the capacity to at least triple the weight of the proposed equipment listed below to allow for future expansion.
• SHF Radar (approximately 300 lbs)
• Furuno Antenna (approximately 40 lbs)
• 14 foot Aluma Tower with miscellaneous antennas (approximately 120 lbs.)
• 35 foot HF Whip Antenna (approximately 100 lbs)
• NEMA Electrical Cabinet and interior devices (Approximately 800 lbs)
1.2.6 Ensure design loads and all recommendations meet all application Federal, State and local regulations.
1.2.7 Full structural plans from 2000 will be provided during assessment.
1.2.8 Period of Performance: The period of performance shall not exceed ninety (90) days.
Normal working hours at 0700-1500. To ensure the security of the facility at night contractor must be off property before 1530. Weekend work may be approved if requested in advance.
1.3 REQUEST FOR CAPABILITY STATEMENT
The Department of Interior Acquisition Directorate (DOI AQD), on behalf of NUWC, requests the following information from vendors:
• Capability statement that demonstrates the vendors ability and experience in accomplishing all tasks associated with section 1.2, Requirements.
• Description of current solution capabilities and how they meet the end state objectives for structural roof assessments.
• All pertinent vendor information, to include:
o CAGE Code o UEI # o Any Government Wide contracts the vendor is associated with o Address o POC
1.4 SAFETY
Access to the roof is via an approximately thirteen (13) foot ladder. Any necessary personal protective equipment (PPE) shall be provided by the contractor and must be appropriate to ensure safe performance of the project tasks. Contractor’s personnel and equipment shall comply with applicable local, state, federal and installation laws, safety regulations and procedures.
1.4 SECURITY
There are no badge or base access requirements as this building is off-base but it is secure so escorting will be required to gain access. All minimum, allow three (3) days notice for site visit requests. Electronic devices and photographs are prohibited inside and on the building.
1.5 SUBMISSION DETAILS
Interested parties must provide their responses in writing. Responses must be no more than 15 standard 8.5 X 11 pages long, single spaced, 12-point Times New Roman, and must be in MS Word format. Please limit company background information to one page.
The DOI AQD may request one-on-one discussions in which respondents to this Market Survey may be invited to discuss their responses in more detail. Participation, if contacted, is voluntary but would be appreciated. Proprietary or confidential information contained in the Market Survey submissions must be appropriately marked.
Responses must be submitted electronically no later than 5:00 pm EST on January 31, 2025, to the Contract Specialist at andrew_cary@ibc.doi.gov and Contracting Officer, at david_ialenti@ibc.doi.gov.
1.6 DISCLAIMER:
This is a Market Survey/RFI for informational purposes. Responses to this Market Survey/RFI, along with any other information gathered or currently available to select the participants for the Structural Roof Assessment requirement. DOI AQD will select participants based on its review of the participants capabilities and their perceived benefit to Naval Undersea Warfare Center (NUWC). DOI AQD is not seeking or accepting unsolicited proposals. DOI AQD may request additional information or submissions, or request discussions or in-person meetings in furtherance of the market survey/RFI. DOI AQD will not pay for any information received or costs incurred in preparing responses to this market survey/RFI. Any costs associated with the market survey/RFI submittal, including the initial submission and any subsequent submissions, discussions, or in-person meetings, if requested by the DOI AQD , are solely at the interested vendor's expense.
This market survey/RFI is not a Screening Information Request (SIR), solicitation, or request for offer (SFO or RFO). No commitment or implied agreement will arise as a result of responding to this market survey/RFI. Submission to this market survey/RFI does not guarantee eligibility or impart a requirement for the market research participant to participate in or receive a SIR, SFO, RFO, or a contract.
