About this opportunity
The Naval Sea Systems Command, on behalf of Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), is seeking engineering and technical services to support electromagnetic special programs, including development, integration, testing, and in-service support of electronic warfare and communication augmentation systems for U.S. submarines and other naval platforms. The contractor must provide comprehensive services spanning in-service maintenance, engineering design, software development, fabrication and assembly, test and evaluation, integrated logistics support, project management, and cyberspace workforce compliance for advanced systems such as the Mission Configurable Mast, Multifunction Modular Mast, and Special Operations Intelligence System. Key requirements include facility clearance at the Top Secret SCI level and safeguarding clearance at the Secret level, along with extensive compliance with NISPOM, COMSEC protocols, and DOD 8570.01-M cybersecurity certifications for personnel performing cyber functions. The award will be made on a best value tradeoff basis, with evaluation focusing on technical merit, past performance, and cost/price factors. The estimated Request for Proposal will be released around May 1, 2026, with a 35-calendar-day response period and anticipated award on April 1, 2027; prospective contractors should direct questions to Levi Andrews at levi.s.andrews2.civ@us.navy.mil or 401-832-0044.
This is an unrestricted procurement with no set-aside designation, and it represents a follow-on to the existing SeaPort-e task order currently held by Systems Engineering Associates Corporation. The effort involves an estimated level of effort of 332,640 hours, structured as one base year plus four one-year options for a total performance period not to exceed five years (60 months). The contract will be awarded as a Term-type Task Order with Cost Plus Fixed Fee and Cost Reimbursable provisions. Work will be performed at NUWCDIVNPT facilities, contractor sites, and other government facilities, with funding sourced from Operation and Maintenance Navy, Other Procurement Navy, Research Development Test & Evaluation Navy, and Research Development Test & Evaluation Defense Agencies accounts. An Organizational Conflict of Interest statement applies to this procurement, and Section 508 accessibility requirements are noted as not applicable.
