About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 has issued a Notice of Intent to Sole Source for the procurement of a NumaStore Ultimate Image Management System. This special notice announces the agency's intention to award a sole source contract to Mirion Technologies Inc. (dba Numa) for a comprehensive image management system to be installed at the Atlanta VA Medical Center. The procurement is being conducted under Federal Acquisition Regulation provisions for single source acquisitions of commercial products and services, with an anticipated contract award date of August 15, 2025. The notice serves as advance notification to the marketplace that the VA intends to proceed with a non-competitive award. A Justification for Single Source Awards has been prepared supporting this procurement approach.

The primary objective of this procurement is to replace the Atlanta VA Medical Center's outdated nuclear medicine image management system that has reached end-of-life status after more than fifteen years of operation. The new NumaStore system must provide secure storage, backup, retrieval, and archival capabilities for nuclear medicine studies supporting both DICOM-based and native-vendor formats while ensuring compatibility with existing facility equipment from multiple manufacturers including GE, Siemens, Philips, and others. Interested parties have until August 12, 2025 at 10:00 AM Eastern Time to submit responses demonstrating their capability to provide comparable products and services that would justify conducting a competitive procurement instead. Responses must include business identification information and clear documentation of capabilities, submitted via email to the designated contracting officer. The system installation and training must be completed within 120 days of award or by December 20, 2025, whichever is later, and requires compliance with VA information security requirements including execution of a Business Associate Agreement.
