About this file

This is a Department of Veterans Affairs justification for a single source award under FAR 13.106-1 for procurement valued over the micro-purchase threshold but not exceeding $250,000. The Atlanta VA Medical Center's Nuclear Medicine Service requires a NumaStore Ultimate Image Management System (IMS) to replace their outdated system that is over fifteen years old and has reached end of life. The new system will provide secure storage, backup, retrieval, and archival capabilities for nuclear medicine studies, images, and data, supporting both DICOM-based and native-vendor formats while ensuring interoperability, scalability, security, and compliance.

The sole source award is justified to Mirion Technologies Inc. (doing business as Numa) because they are the confirmed sole manufacturer of the NumaStore Ultimate IMS, and the new system must be compatible with existing data and facility devices. Market research was conducted through professional nuclear medicine conferences, medical journals, and searches of federal procurement databases (SBA DSBS, FPDS, NITAAC, SEWP), confirming no alternative vendors or comparable products exist. A Notice of Intent will be published on Contract Opportunities under ID 36C24725Q0886 from August 7-12, 2025, allowing potential competitors to demonstrate their capabilities. The contracting officer has certified that only Numa can fulfill this requirement and that a sole source firm-fixed price contract award is in the government's best interest.

Acquisition Plan Action ID:

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 7, in support of

Atlanta VA Medical Center, Nuclear Medicine Service at 1670 Clairmont Road, Decature GA 30033- 4001. The purchase request number is .

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The

Atlanta VA Medical Center (ATLVAMC), Nuclear Medicine Service requires a NumaStore Ultimate Image Management System (IMS) to replace the outdated NumaStore IMS that’s more than fifteen years old and has passed the system’s end of life. Nuclear Medicine will use the Numa Store Ultimate IMS for secure storage, backup, retrieval, and archival of nuclear medicine studies, images, and data. This system will provide comprehensive management and administrative functions for both DICOM-based and native-vendor formats, ensuring interoperability, scalability, security, and compliance to enhance operational efficiency and data integrity. This is a one-time procurement with a total estimated value of .

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The NumaStore Ultimate Imanagement Management System, is manufactured by Mirion Technologies Inc. doing business as Numa. Numa confirmed they are the sole source for the NumaStore Ultimate IMS products and services. Therefore, these products can’t be procured through another source. Additionally, the new system is an upgrade to the existing NumaStore IMS system, therefore the new system must have the capability to accept all data, images, and studies from the existing system and must be compatible with all of the facility’s devices in a manner with the existing configurations. Based on the knowledge and experience of the Nuclear Physicist at Atlanta VA, there are no other systems in the market that will support the nuclear medicine current needs.

4. Description of market research conducted and results or statement why it was not conducted:

Nuclear Physicist at the Atlanta VA periodically seek information on technologies for management, storage, and archive of nuclear medicine information through interchanges with vendors at the Annual Meeting of the Society of Nuclear Medicine, the Annual Meeting of Radiological Society of North America, and by reviewing professional medical journals specific to nuclear medicine technologies. Based on their interactions with professionals in the commercial and government sector, journal reviews, and internet searches, NumaStore Ultimate Image Management System is the only technology in the market with the capability to meet the needs of Atlanta VAMC Nuclear Medicine Service.

Revision: 01 Effective Date: 11/15/2024 Page 2 of 2 Acquisition ID#

Additional market research was conducted in the Small Business Administration’s (SBA) Dynamic Small Business Search (DSBS) database, the Federal Procurement Data System (FPDS) database, the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC) database, and the Solutions for Enterprise Wide Procurement (SEWP) database.

There were no vendors or comparable products identified to support this requirement. Procurement history listed in FPDS and SAM.gov show little procurement history for the specialized NumaStore IMS. All awards with the NumaStore description were awarded to Numa. A Notice of Intent to sole source to Mirion Technologies, Inc., dba. Numa, will be published to Contract Opportunities under ID 36C24725Q0886 from 8/7/2025 – 8/12/2025 requesting interested vendors to submit clear and convincing documentation that demonstrates their capability to provide the requested products and services, and that competition would be advantageous to the Government.

Based on the information and analysis noted above, the Contracting Officer determined that only Numa can support this requirement and a sole source award to Numa is in the best interest of the Government. Therefore, the Government intends to award a sole source firm-fixed price contract to Numa for the procurement of the NumaStore Ultimate Image Management System.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
