About this opportunity

The Department of the Air Force Air Combat Command is soliciting proposals for a comprehensive Ground Penetrating Radar (GPR) survey to identify and map potential Unexploded Ordnance (UXO) hazards across a 200-acre area at the Tolicha Peak Electronic Combat Range (TPECR) within the Nevada Test and Training Range (NTTR). The contractor will be required to detect subsurface metallic anomalies to a depth of 10 feet using specialized equipment, preferably a GSSI SIR 4000 surveyor with 350 MHz hyperstacked antenna, and mark all identified potential UXO locations with visible markers that must remain in place for 12 months. Key deliverables include creating georeferenced CAD drawings showing the location and dimensions of all identified anomalies and providing a comprehensive final report documenting survey methodology, results, and recommendations. The government will evaluate proposals using a best value approach, with technical acceptability and lowest price being the primary selection criteria, and intends to award without further discussions. Proposals must be submitted electronically by August 5, 2025, at 10:00 AM PDT, with the solicitation number F3G0CA5139AW01A.

This procurement is designated as a Total Small Business set-aside under NAICS code 541330 (Engineering Services) with a small business size standard of $28.5 million, and no incumbent contractors are identified in the documentation. The contract will be awarded as a Firm Fixed Price arrangement with a performance period of 90 days after contract award, during which work must be conducted Monday through Friday from 0600 to 1630 hours under strict government escort due to security requirements. The project includes provisions for up to 15 calendar days of delay at no additional cost to accommodate potential UXO-related work stoppages, and contractors must undergo security background checks and maintain absolute confidentiality of all collected data. Performance will take place at the Nevada Test and Training Range at Nellis Air Force Base, Nevada, specifically at the Indian Springs Air Force Auxiliary location. The survey is being conducted in preparation for a future water project, with the primary objective of assessing potential dangers from subsurface metallic anomalies in this classified military installation area.
