Statement of Objectives Ground Penetration Radar Survey – 200 Acres
Tolicha Peak Electronic Combat Range (TPECR)
May 2025
1.0 Purpose:
The purpose of this project is to conduct a Ground Penetrating Radar (GPR) survey of a 200-acre area at Tolicha Peak Electronic Combat range (TPECR), to identify and map potential Unexploded Ordnance (UXO) hazards.
2.0 Scope:
The survey shall cover the entire 200-acre site and will focus on detecting subsurface metallic anomalies indicative of Unexploded Ordnance (UXO) down to a depth of 10 feet.
3.0 Objectives:
a. Identify and accurately locate all subsurface metallic anomalies within the survey area that could represent UXO hazards.
b. Mark all identified potential UXO locations on-site with highly visible markers (e.g., flags, stakes, or warning tape) to clearly delineate potential hazard areas.
c. Create georeferenced maps showing the location and dimensions of all identified anomalies.
d. Provide a comprehensive report summarizing the survey methodology, results, conclusions, and recommendations.
4.0 Physical Security:
a. Escorts are required. Government escorts will be provided.
b. To facilitate access to the classified area, contractor personnel must submit their information to the Government Project Manager three (3) days after the Notice to Proceed (NTP) and a minimum of fifteen (15) days prior to the start of work on site. This timeframe allows sufficient time for the Security Office to conduct a background investigation. Upon successful completion of the investigation and approval by the Security Office, personnel will be issued a temporary access badge, granting them access to the classified area for the duration of the project. Note: Issuance of a temporary access badge is contingent upon the successful completion of the background investigation and is subject to the discretion of the Security Office.
5.0 Data Security and Confidentiality:
a. Due to the project's location within a classified government area, the vendor must ensure the absolute security and confidentiality of all data collected during the survey. Under no circumstances is the vendor permitted to discuss the project, its location, the nature of the data being collected, or any related information with any individual or entity outside of the explicitly authorized government personnel.

6.0 Existing Conditions:
a. Point of entry is the Tolicha Peak gate which is approx. 105 miles northwest of Las Vegas.
When entering either gate all personnel shall be prepared to walk through a metal detector and vehicle search. Dinning and Lodging is available in Beatty NV.
b. The site consists of predominantly flat, undeveloped terrain with native Nevada vegetation and rocky areas.
c. There is a potential for the presence of Unexploded Ordnance (UXO) within the project area. If any visible UXO or any UXO detected at a depth of three (3) feet or less is encountered, all work must cease immediately, assess the situation, notify the Government Project Manager and Environmental Manager, implement safety measures, and seek expert guidance to safety address the encountered conditions. Work shall not resume until authorized by Government and the UXO has been rendered safe or removed.
7.0 Technical Requirements:
a. Coverage: 200 acres
b. Depth Penetration: Minimum 10 feet
c. Target Identification: Detect subsurface metallic anomalies indicative of Unexploded
Ordnance (UXO).
d. Equipment: GSSI SIR 4000 surveyor coupled to 350 MHz hyper stacked antennae (or approved equivalent). Any proposed equipment changes must be approved in writing by the Government.
e. Location Accuracy: ±12 inches on horizontal and vertical planes measured from the centerline of the target. Vertical (Z) depth calculations are from ground surface to the top of the target.
f. Survey Methodology: Ground Penetrating Microwave Radar (GPMR) and EM Imaging/Mapping. The contractor shall provide a detailed description of their proposed grid spacing, transect orientation, and data processing techniques for optimal UXO detection to the Government for approval prior to commencement of fieldwork.
g. Data Recording: Continuous data logging with accurate GPS coordinates for each data point.
h. On-Site Marking: The contractor shall be responsible for marking all identified potential UXO locations on-site immediately after detection with highly visible markers (e.g., bright orange flags, stakes, or warning tape). Markers must be durable and weather-resistant and placed in a manner that clearly delineates the potential hazard area. The marking method must be approved by the Government prior to commencement of fieldwork.
i. Environmental Considerations: Operation of equipment must not negatively impact the environment.
8.0 Performance Requirements:
a. Qualifications: Personnel performing the survey must be qualified and trained in the operation of GPR equipment, the interpretation of GPR data for UXO detection, and relevant safety procedures.
b. Project Management: The vendor must designate a qualified project manager who will serve as the primary point of contact for all communications and coordination.
