About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is seeking to procure SUNPASS/Florida Department of Transportation (FDOT) toll road accounts for Navy recruiters operating Government Service Administration (GSA) vehicles in Florida. The primary objective is to provide Navy recruiters with unrestricted access to roadways, bridges, and tunnels throughout the state to enhance recruitment mobility and efficiency. This is a sole-source procurement directly with FDOT, focusing on obtaining 168 transponders/vehicle passes for official Navy recruitment travel. The solicitation will be open from April 16, 2025, to April 23, 2025, with an anticipated award date of April 30, 2025. The contract will require the contractor to provide a toll account number, billing invoices to NTAG Jacksonville, and the ability to accept Government Commercial Purchase Card payments.
The contract is not set aside for any specific business category and will have a base period from May 26, 2025, to May 25, 2026, with four additional one-year option periods and a final 6-month option, potentially extending through November 25, 2030. The estimated base cost for the first year is $37,511.60, with the place of performance located in Jacksonville, Florida. The solicitation falls under the NAICS category 485999 (All Other Transit and Ground Passenger Transportation) and PSC category V999 (Transportation/Travel/Relocation- Other). The contract will be managed by NAVSUP Fleet Logistics Center, Norfolk Contracting Department, with the primary point of contact being Ms. Alexis Gloster at 4070 Boulevard Center Dr. in Jacksonville, FL. The procurement supports the Navy's strategic recruitment efforts by providing efficient transportation access across Florida's extensive expressway infrastructure.
Notice text
The US Navy aggressively competes across all relevant marketing channels with other military
branches and corporate America in pairing career opportunities with talented men and women
across the country. The Navy Recruiter must be committed to traveling the nation in search of
such candidates. One of the most innovative and industrial resources that a recruiter has is their
access to public thoroughfares, expressways, interstates, bridges, tunnels and turnpikes. Many
of these avenues require fare/toll for passage.
The objective is to acquire toll road SUNPASS / Florida Department of Transportation
(FDOT) accounts allowing the Navy Recruiter (or other government official) burden free
access to roadways, bridges and tunnels within the city and throughout state of Florida while
operating Government Service Administration (GSA) vehicles on official business.
