About this file

This document is a Justification for Sole Source (Simplified Acquisitions) for NTAG Jacksonville to obtain toll road access from the Florida Department of Transportation (FDOT). The contract has an estimated base cost of $37,511.60 for a one-year period from 26 May 2025 to 25 May 2026, with five additional one-year option periods extending through 25 November 2030. The sole source justification emphasizes the strategic importance of FDOT's SunPass program, which provides faster travel times, reduces delays, and enhances operational efficiency for Navy recruitment efforts by minimizing travel logistics and maximizing presence at key recruitment events.

The document highlights the Florida Expressway system's extensive infrastructure, including 815 center lane miles, 75 interchanges, 19 mainline tolling facilities, and 74 ramp tolling facilities. NTAG Jacksonville requires this sole source procurement to access toll roads via a transponder, which will enable broader recruitment reach and more effective engagement with potential Navy candidates. The contract is being processed through NAVSUP Fleet Logistics Center, Norfolk Contracting Department, with the justification that FDOT is the only source reasonably available for these specific transportation services.

Describe in detail why only this source can furnish the requirements to the exclusion of other sources.

(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)

The Florida Expressway is a system of controlled access highway in the U.S. state of Florida and is owned by the Florida Department of Transportation. It consists of 815 center lane miles, 75 interchanges, 19 mainline tolling facilities, 74 ramp tolling facilities, 342 bridges, 148 entry lanes and 8 named expressways.

This sole source justification is presented to support the exclusive use of Florida toll roads for transportation needed within the state. The strategic placement of toll roads reduces travel time and provides direct routes that are unavailable through alternative means. Since the authority controls and monopolizes the Sunpass quick travel program, no other contractor has the means or authority to provide. The advantages of participating in the SunPass program means faster travel times compared to non0toll alternatives, reducing delays at toll booths, safer driving experience, less fuel usage and reduced operations costs for Navy Talent

Acquisition (NTAG).

☒ The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.

☐ A patent, copyright or proprietary data limits competition.

☐ These are "direct replacement" parts/components for existing equipment.

Other information to support a sole source action:

The need for this request is access through toll roads via transponder supplied by the Florida Department of transportation. As we work to attract top-tier candidates, its is crucial to minimize travel time and maximize our presence at key recruitment events. Improved toll road access will enable NTAG Jacksonville to broaden its reach, engage more effectively with potential recruits, and strengthen our recruitment pipeline. This access will also enhance operational efficiency, allowing our team to focus more on direct candidate engagement rather than dealing with travel logistics.

Securing toll road access is a critical step for NTAG Jacksonville to enhance recruitment efforts, streamline transportation, and support our strategic objectives in attracting talented individuals to serve the Navy.
