About this opportunity
The Naval Sea Systems Command Surface Warfare Center Carderock (NSWCCD) has issued a Special Notice announcing its intent to award a sole source contract for Elsyca CPMaster software licenses to ELSYCA, INC. located in Aurora, Colorado. This notice is not a request for competitive proposals but rather a notification that the government intends to procure this specialized software under statutory authority 41 U.S.C. 1903, specifically citing that only one responsible source exists and no other supplies or services will satisfy the agency's requirements. The contract is designated as a Total Small Business set-aside, with the sole source justification having been reviewed and approved by the Small Business Professional. The notice was posted on August 26, 2025, with responses due by September 3, 2025. Questions regarding this notice should be directed to David Crouch at the provided email address.
The procurement seeks a twelve-month license for the Elsyca CPMaster software, which provides CAD-based simulation capabilities for designing and analyzing corrosion protection in maritime structures, supporting the Navy's Leading Edge Advanced Prototyping System (LEAPS). The software package includes the CPMaster executable, integrated solver setup, and Elsyca XPlorer executable for result display, all configured as floating licenses with delivery required by November 15, 2025, to the NSWC Carderock facility in Bethesda, Maryland. The procurement is justified by the critical need for this specific brand-name software to continue ongoing corrosion prevention research and development activities, with the Navy citing that changing vendors would cause unacceptable project delays and require establishing new interfaces and operating procedures. This initiative addresses the significant challenge of maritime corrosion, which according to the 2020 DoD Cost of Corrosion Study represents $9.97 billion in annual costs for Naval assets. The contract value is listed at $47,000,000 and will be evaluated using a lowest-priced, technically acceptable methodology.
