About this file

This document is a Non-Competitive Procurement Justification Memorandum for the Naval Surface Warfare Center Carderock Division (NSWCCD) Code 823, seeking to procure Elsyca CPMaster software from ELSYCA. The procurement is for a modeling architecture to integrate designs developed in commercial 3D software packages with corrosion simulation technologies, specifically for the Navy's Leading Edge Advanced Prototyping System (LEAPS). The software will provide a full function license to continue software development activities as specified in the Naval Research Laboratory (NRL) statement of work.

The justification highlights the critical need for this specific brand-name software, noting that changing vendors would require establishing new interfaces and operating procedures, causing unacceptable project delays. The memo references the 2020 DoD Cost of Corrosion Study, which identified $9.97B in annual corrosion costs for Naval assets, emphasizing the importance of corrosion prevention in platform acquisition. Elsyca CPMaster is described as a state-of-the-art CAD-based simulation platform for designing and analyzing corrosion protection in various maritime structures. The estimated delivery date is 15 September 2025, and the procurement is being processed under the simplified acquisition threshold with a sole-source justification.

NSWCCD SAP Non-Competitive Procurement Justification Memo Effective April 2025

A. BRAND NAME. The item required must be a brand name product, or feature of a product, particular to one manufacturer.

This requirement is for specific brand name software.

Elsyca CPMaster was suggested for the project by NRL and is a requirement for successful integration. A change in brand name would require establishing new Interfaces and operating procedures which would result in unacceptable delays in fulfilling project requirements, along with inco data.

The cost of corrosion is a staggering and increasing burden on the ever-tightening DoD operating budget.

According to the 2020 DoD Cost of Corrosion Study conducted by the office of the Under Secretary of Defense for Acquisition, Technology, and Logistics (AT&L) the annual cost of corrosion for Naval assets is $9.97B, of which a significant fraction is estimated to be avoidable corrosion costs due to improved corrosion design practices. Corrosion prevention begins during platform acquisition, a fact recognized in the DoD directive 5000.2 requiring approved corrosion protection plans for ACAT I programs.

Elsyca CPMaster is a state-of-the-art CAD-based simulation platform for the design and analysis of cathodic platforms, FPSOs, ship hulls, ballast tanks, offshore wind turbine foundations, etc. Elsyca CPMaster enables corrosion engineers to develop, assess and verify designs ensuring optimal operational costs, significantly reducing expensive commissioning surveys and costly repairs.

4. Federal Supply Schedules (FSS): IAW FAR 8.405-6(a)(1)

a. An urgent and compelling need exists, and following the procedures would result in unacceptable delays;

b. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or

c. In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
