About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD) is procuring emergency repairs, corrective maintenance, preventive maintenance, and annual calibration services for TA Instruments laboratory equipment, with a proposal due date of September 4, 2026. This is a sole-source procurement to Waters Technologies Corporation / TA Instruments under FAR Part 12 simplified acquisition procedures; the procurement restricts competition based on proprietary design, diagnostic firmware, and OEM-exclusive licensing, with sole authority to perform services vested in Waters Technologies Corporation as the only commercial source capable of preserving instrument integrity and operational tolerances.
Place of performance is Westlake, Maryland, with on-site work at NSWCCD, 9500 MacArthur Boulevard, West Bethesda, Maryland 20817-5700. The procurement covers four specific Government-owned thermal analysis systems: Discovery DSC 2500, Discovery TGA 5500, Discovery Q1000/Q2000, and Discovery Q500 TGA550, along with associated chillers, TRIOS/Empower software systems, and subcomponents damaged by equipment leak. The contractor must employ factory-trained and certified service engineers directly authorized by Waters Technologies Corporation, using genuine OEM direct replacement parts exclusively.
All repair and maintenance services must comply with NIST-traceable calibration standards. Deliverables include an Inspection Report (A001) and Calibration Report (A002), each meeting designated Data Item Description standards. The performance period extends one year from contract award. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; PSC code is J034, Maint/Repair/Rebuild Of Equipment—Metalworking Machinery. This notice constitutes the sole notice of intent; responsible sources may submit capability statements by September 4.
