About this opportunity

The Defense Logistics Agency Aviation has issued a sources sought notice for market research to identify manufacturers capable of producing NSN 1560-011751956, an aircraft window panel for the Statolifter C/KL aircraft with Weapon System Designator Code 05F. This pre-solicitation notice aims to determine if additional companies beyond the current manufacturers can legitimately obtain or manufacture this airframe structural component. Companies interested in becoming an approved source must demonstrate their capability to manufacture the product to the same quality level or better than the currently approved item through the Source Approval Request (SAR) Program. The evaluation process requires submission of a comprehensive SAR package containing technical data to prove manufacturing competency, with the burden on contractors to document product equivalency or superiority. Interested parties must submit responses by August 14, 2025, at 10:00am Eastern Standard Time via email to the designated contracting officer at tatjana.vaughan@dla.mil.

This opportunity does not include any set-aside designations and is open to all qualified manufacturers. Current approved manufacturers include Sierracin Corporation producing part number 169800-02, Texstars LLC manufacturing part numbers 5004474-02 and L3051190-022, and The Boeing Company producing part number L3051190-022. The notice does not specify award values, budget ranges, or quantities, as this is strictly a market research exercise with no guarantee of future contract awards. The SAR review process can extend over 180 days, and DLA Aviation may choose not to process applications if the item demand is deemed insufficient to justify the cost-effectiveness of adding new sources. This informational notice explicitly states that no funds are available for response preparation and that the government has no obligation to award contracts based on submissions received.
