About this opportunity
The Department of the Navy Naval Supply Systems Command, through Fleet Logistics Center Norfolk's Groton office, issued a sole-source notice on June 12, 2026, for RNA Sequencing and Gene Expression Analysis Services with a challenge deadline of June 18, 2026. The Government intends to award a firm fixed-price purchase order to Yale University's Yale Center for Genome Analysis under FAR 12.102(a) simplified procedures for a service valued below the Simplified Acquisition Threshold, with an anticipated award date of June 26, 2026. Performance runs July 1, 2026, through June 30, 2027.
The Naval Submarine Medical Research Laboratory requires RNA sequencing library preparation, NovaSeq X Plus sequencing, and differential gene expression analysis with pathway analysis to investigate biomarkers associated with behavioral responses indicative of cognitive fatigue and to improve warfighter health during operational deployments. Yale qualifies as the sole source because the procurement represents a logical follow-on to an existing FY2025 contract, Yale holds government-approved research data and protocols specific to NSMRL's studies, and no other vendor can fulfill the requirement while maintaining research data integrity.
This notice is not a request for competitive proposals. Interested parties may challenge the sole-source determination by submitting written evidence to sharon.j.dexter.civ@us.navy.mil demonstrating that an equivalent service exists meeting the Government's needs. The Government retains sole discretion to compete the requirement based on challenge responses.
