About this opportunity

The U.S. Department of Agriculture Forest Service's Northern Research Station (NRS) Production Services Group is seeking senior editing and proofreading support services for various scientific publications including General Technical Reports, Research Bulletins, Research Notes, and other research documents from the Northern Research Station, Forest Products Laboratory, and Northern Forests Climate Hub. The contractor will provide editing services for six specific projects covering topics such as active forest management, prescribed fire, Forest Inventory and Analysis reports mandated by the USDA Farm Bill, forest products innovations, and a decadal forest vulnerability assessment update for the Eastern United States. All editing work must comply with USDA publication standards and guidelines, with the contractor working directly with authors on potentially multiple simultaneous projects while utilizing tools like ArcGIS StoryMaps and internal style manuals. The government will use a Lowest Price Technically Acceptable (LPTA) evaluation approach, assessing technical capability as a pass/fail requirement. Proposals are due by September 16, 2025, at 12:00 PM EDT and must be submitted electronically to patrick.jones2@usda.gov.

This opportunity is set aside for small businesses under NAICS code 561410 with a size standard of $19 million, and there is no incumbent contractor as this represents a new requirement. The total estimated workload includes 1,814 sheets of Level B editing, 140 sheets of Level A editing, 1,814 sheets of file preparation for layout, 1,814 sheets of proofreading, 136 hours of consultation, and 97 hours of project management. The contract period of performance runs from October 1, 2025, through September 30, 2026, with all projects designated as web-only publications. The contractor will be responsible for editing content and preparing files in Microsoft Word, while layout and design will be handled by a government visual information specialist using InDesign. Work will be performed in Delaware, Ohio, and the contractor will not require security clearance or be responsible for graphic design, print production, or Section 508 remediation.
