About this file
This document contains a series of Questions and Answers (Q&A) related to a federal solicitation. The Q&A addresses several administrative and submission details, including provisions for document completion, editing rate estimates, and documentation requirements. Key points include: offerors must complete Representations and Certifications on pages 17-20, production numbers for editing can be based on the company's daily processing capacity, PDF submissions are preferred, and the solicitation requires a capability statement or resumé per FAR 52.212-1. No amendments have been posted to the solicitation at the time of these Q&A, and any future amendments would be posted via SAM (System for Award Management).

Q19. Regarding the statement on p. 14 “the offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation”: Would an example of blocks that offerors must complete be 52.204-3 Taxpayer Identification, item (d), where we would fill in the TIN and include that passage with our proposal? I see the clauses incorporated by reference and full text in the Solicitation but am finding many instances in the other FAR provisions where offerors may be expected to provide information or check boxes.
A19. The provisions listed are in full text and I do not see any “fill-in” requirements. The provisions incorporated by reference identify requirements that a contractor/offeror must meet (e.g. FAR 52.204-7, SAM, you must have those requirements completed). Reps and Certs on pages 17-20 require the offeror to complete.
Q20. Item 3 on p. 14 refers to signing a form acknowledging any amendments. Did I miss where the SF-30 is posted?
A20. At this time, no amendments have been posted. If one were to post, I would post via
SAM.
Q21. On p. 36, does item 8d (“Estimate rate of progress”) mean number of sheets (pages) that the offeror edits at a given level (for example, 80 sheets per day for Level A editing)?
A21. Yes. Any production numbers that your company may process in a day can be used.
Q22. Are scanned forms completed in pen and ink acceptable? The “Fill & Sign” function and I aren’t getting along very well as I try to align intended contents in some of the fields.
A22. Yes, pdf preferred.
Q23. Will you accept a cover letter in addition to the statement of capabilities or resumé?
A23. FAR 52.212-1 identifies the requirements as “Provide Capability Statement or Resumé.”
