About this opportunity
The Office of Naval Research intends to solicit commissioning and upgrading services for the NRL 66.7 Multi-axis Loading Robotic System, with a mandatory Industry Day and site visit on August 18, 2026, at the NRL Washington, DC facility. Contractor representatives must register by 5 PM Eastern Time on August 3, 2026, to be eligible for proposal consideration; this is the only site visit offered in conjunction with this requirement.
The robotic system applies cyclic fatigue loading to material specimens across multiple axes to extract material properties and test mechanical and airframe parts. NRL has released a draft Statement of Work specifying hardware acquisition and assembly requirements, including two hydraulic collet blocks (FlexC 42 Hydraulic Collet Block 65502H at 2000psi), one Enerpac PUJ-1200B hydraulic pump (5000+ PSI, 115/120VAC), hydraulic controls with manual switches and 24V electronic integration capability, hydraulic lines and fittings rated to 3000psi, solenoid valves equivalent to Parker 71215SN2MN00N0C111C2, position encoder mounting plates and connectors for FORTIS-N 170C encoders on Parker 012-20-AD-01 hydraulic actuators, a mobile dolly meeting or exceeding Uline H-1793 specifications, and safety shielding providing 270-degree protection compliant with ANSI Z87.1. The contractor must also deliver hydraulic lashing for 16 lines, cable management, assembly and demonstration of all components, and commercialization documentation including subsystem compartmentalization, digital design files in Solidworks or STEP-203 format, blueprints, complete bills of materials, and a five-page system simplification report. Design expertise in machining, hydraulic systems, and precision machining is required; electronics control integration is desired. NRL encourages prospective contractors to provide markups and suggestions to the draft SOW at the Industry Day event. When NRL publishes the formal RFP, prime contractors must develop their own SOW describing transition from current state to end state. The contractor-written SOW may be incorporated into the final contract and could be evaluated as part of best value source selection.
