About this file
This document is a sources sought notice and presolicitation announcement for commissioning services related to the Naval Research Laboratory's (NRL) 66.7 Multi-axis Loading Robotic System located at the NRL Washington, DC facility. The NRL Computational Multiphysics Systems Laboratory is conducting market research activities and will host an Industry Day/Site Visit on August 18, 2026, at the NRL-DC facility to demonstrate current robotic system capabilities and discuss desired future capabilities. Attendance at this site visit is mandatory for proposal consideration; it will be the only site visit offered in conjunction with this requirement.
Contractor representatives must register by emailing the contract specialist by 5 PM Eastern Time on August 3, 2026, providing company name, visitor names, and telephone numbers. Attendees must complete and bring a signed Form 5512 to the NRL-DC Visitor Control Center; completed forms must not be emailed to the contract specialist due to personally identifiable information concerns. NRL has provided a draft Statement of Work (SOW) with the notice and encourages attendees to provide markups and suggestions at the Industry Day event. When NRL publishes the formal Request for Proposals, prospective prime contractors will be required to develop their own SOW describing how they will transition the robotic system from its current state to the end state specified in NRL's draft SOW. The contractor-written SOW may be incorporated into the final contract and could be evaluated as part of a best value source selection. NRL has also provided PDF and PowerPoint background documents and a YouTube video demonstrating an earlier robotic system iteration to help prospective contractors understand the requirement.
