About this opportunity

The Department of Agriculture, under the Farm Production and Conservation mission, seeks quotations for design, procurement, and installation of a backup battery power system at its NRCS Corozal Service Center in Puerto Rico, with quotations due September 23, 2026, at 2:00 PM ET. This is a Total Small Business Set-Aside under NAICS 238210 (Electrical Contractors and Other Wiring Installation Contractors).

Place of performance is Edificio San Rafel, 3 Calle San Manuel, Corozal, Puerto Rico 00783. The system must support 150 percent of average workday loads for 24 hours of backup autonomy across three consecutive 8-hour intervals, powering critical infrastructure including servers, 13 personnel workstations, printers, refrigeration, lighting, security systems, and conference room equipment. Installation space is constrained to approximately 44 inches by 58 inches with 80 inches maximum height, with a structural column occupying part of the footprint. The system must provide true no-break UPS operation with automatic transfer switching and comply with 120/208V three-phase electrical service.

All design work must be sealed by a Puerto Rico-licensed Professional Engineer, and all electrical installation must be performed by Puerto Rico-licensed electricians. The contractor must obtain all electrical, building, fire, and local permits. Work must comply with National Electrical Code, National Fire Protection Association standards, UL standards, and Puerto Rico regulations. Battery chemistry is unrestricted, including lithium-ion systems, provided equipment meets code compliance. Performance period is 120 calendar days from Notice to Proceed (contract runs September 28, 2026 to February 5, 2027). The contractor must provide one-year workmanship warranty with manufacturer support available in Puerto Rico and deliver training to at least two NRCS personnel.

Award will be made to the lowest price technically acceptable offer with acceptable or neutral past performance. Past performance examples submitted must be limited to projects performed within the past five years. Both Service Contract Labor Standards (WD 2015-5707 REV 31) and Davis-Bacon wage requirements (General Decision PR20260001) apply. Three contract line items are priced on a firm-fixed-price job basis: Project Planning/Site Prep, Battery/Installation, and Testing/Training for Government Personnel, with all costs inclusive of permits and labor standards obligations.

A non-mandatory but highly recommended site visit is scheduled for September 10, 2026, at 10:30 AM. Questions are due September 12, 2026, at 2:00 PM ET. Submit quotations to tamara.sawyer@usda.gov and oksana.strekha@usda.gov. Amendment 0002 (September 22) clarified that contractor-submitted past performance must be limited to the past five years.
