About this opportunity
The General Services Administration Federal Acquisition Service is procuring five open-air tram cars for the National Park Service, with proposals due August 20 at 10:00 AM EST. This procurement is a total small business set-aside under NAICS 333310 (Commercial and Service Industry Machinery Manufacturing), limiting competition to certified small businesses with active SAM registrations.
AMENDMENT 001, effective August 14, extended the original August 14 due date to August 20 and updated technical specifications. Questions are due August 13 at 4:00 PM EST.
Place of performance includes Dinosaur, Colorado (two tram cars with two trailing units for Dinosaur National Monument) and Wellfleet, Massachusetts (three tram cars for Cape Cod National Seashore). The Dinosaur vehicles must be based on MY2026 or newer Ford E-450 SRW cutaway chassis with 7.3L gasoline engines, limited to 20 mph maximum speed, with seating capacity ranging from 20 passengers (power car alone) to 76 passengers (power car with two trailing units). The Cape Cod vehicles require MY2026 or newer Ford E-450 SRW chassis with maximum speeds of 25 mph operational or 50 mph highway override, minimum 18-passenger seating capacity, and compatibility with existing Chance Rides trailers in the park's fleet. All vehicles must be road-legal in their respective states and comply with FMVSS and FMCSR regulations. Both locations require ADA-compliant wheelchair securement for two positions, motorized rain curtains, GPS-enabled audio systems with PA capability, safety strobes, and corrosion-resistant materials. Warranty covers three years or 36,000 miles for chassis bumper-to-bumper, five years or 60,000 miles for powertrain, and one year or 12,000 miles for other components. Suppliers must provide one day of training to minimum six government personnel on-site and submit technical exception worksheets and preliminary drawings with proposals. The Government will award a single firm-fixed-price order to the highest technically rated quoter at fair and reasonable price. Technical approach and past performance are weighted equally; price is evaluated separately without tradeoffs against technical merit. Quoters must complete SF-18 forms, GSA Fleet Systems Account Form, Brand Name or Equal Worksheet, Technical Exceptions Worksheet, and Letter of Supply.
