About this opportunity
The Department of Health and Human Services, Indian Health Service (IHS), Phoenix Area Indian Health Service issued this Request for Quotations for nonpersonal Diagnostic Radiologic Technologist services in Mammography and Computed Tomography at Phoenix Indian Medical Center, with quotations due September 1, 2026, and questions due August 28. Amendment 0001 cancels this solicitation in its entirety; the Government will not proceed with this acquisition at this time and no award or Blanket Purchase Agreement will be established. The requirement may be revisited in a future fiscal year subject to Government acquisition planning, funding availability, and applicable procurement requirements. Prospective quoters shall not submit quotations in response to this RFQ.
The procurement is restricted to eligible Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act. Place of performance is on-site at Phoenix Indian Medical Center, 4212 North 16th Street, Phoenix, Arizona. The intended award vehicle is a single-award Blanket Purchase Agreement with a five-year ordering period and no base or option periods; services will be ordered through individual BPA Calls as requirements arise.
Two labor categories required pricing: Diagnostic Radiologic Technologist – Mammography (estimated 21,000 hours) and Diagnostic Radiologic Technologist – Computed Tomography (estimated 13,000 hours). All quoted hourly rates must be firm-fixed and fully burdened, including wages, fringe benefits, recruiting, credentialing, onboarding, management, quality control, certifications, training, insurance, travel, lodging, meals, transportation, taxes, overhead, and profit. Rates must remain constant throughout the five-year period with no separate overtime, holiday, weekend, or shift differential premiums.
Contractor personnel must maintain current ARRT certification in Radiography, current Basic Life Support certification, and minimum one year of experience in digital radiography. Mammography technologists must possess FDA Mammography Quality Standards Act qualifications; CT technologists must hold ARRT certification in both Radiography and Computed Tomography. Quoters must submit four volumes: Technical Capability (with up to six representative resumes addressing recruitment, staffing continuity, and personnel management), Relevant Experience and Past Performance (up to three references from the past five years), completed BPA Pricing Schedule with firm-fixed hourly rates, and Indian Economic Enterprise Representation and Certification with supporting documentation. Evaluation weighs Technical Capability and Relevant Experience/Past Performance combined as significantly more important than Price. Service Contract Labor Standards and HIPAA Business Associate Agreement requirements apply. Medical liability insurance of not less than $1,000,000 per occurrence is required.
